Android users can still install apps from unverified developers, using Google’s advanced user flow or Android Debug Bridge (ADB). The change is that covered stores must check developer verification in a limited first phase that began September 30, 2026—not that Android sideloading has been eliminated.
What changed, and where do the rules apply?
Google’s system connects an app’s package name to a verified developer identity. For broad distribution through covered stores, developers must verify their identity and register app packages. Google says package ownership is tied to the developer account through an APK signed with the developer’s private key. Developers on Google Play use Play Console; developers distributing only outside Play use Android Developer Console. Google’s implementation guide explains the developer-side process.
The first enforcement phase began September 30, 2026, on certified Android devices in Brazil, Indonesia, Singapore, and Thailand. It covers participating stores: Google Play, HONOR App Market, OPPO App Market, Galaxy Store, Palm Store, V-Appstore, and GetApps. Stores outside that initial list are not part of the first phase. Google says broader global rollout is planned for 2027; the precise scope and timing beyond the first phase may depend on later rollout details. Google’s FAQ and June 2026 announcement describe the scope.
Google reported on June 18, 2026, that more than 99% of Google Play apps were already registered. That figure refers to Play apps at that time; it is not a count of every Android app or of apps in other stores.

Ways to install an app from an unverified developer
| Route | Who it is for | What to expect |
|---|---|---|
| Advanced flow | A user installing an app from an unverified developer | One-time setup, restart and reauthentication, then a one-day wait. Once completed, enable the mode for seven days or indefinitely; an unverified-developer warning remains. |
| ADB | A user installing through Android Debug Bridge | Google says the existing ADB workflow remains unchanged and is not subject to the advanced flow’s waiting period. |
| Developer registration | A developer seeking broad distribution through covered stores | Verify developer identity and register app packages through Play Console or Android Developer Console, depending on distribution. |
| Limited distribution | Students, hobbyists, and developers sharing their own apps for personal use | Share with up to 20 devices without government-issued ID or a registration fee. This is not a general route for users to install arbitrary unregistered apps. |
Advanced flow: a deliberate pause for users
Google describes an initial setup that requires enabling developer mode, confirming that nobody is coaching or pressuring you, restarting and reauthenticating, waiting one day, and then confirming with biometrics or the device PIN. After setup, you can enable the mode for seven days or indefinitely. Developer options do not have to remain enabled afterward. The exact screens can vary by device; Google’s FAQ describes the flow.
The delay is intended to make it harder for a scammer to pressure someone into changing security settings during a live call. If someone urges you to install an app immediately or guides you through security prompts, stop and independently verify the developer and app before proceeding. Google Director of Product Management Matthew Forsythe said the one-time flow was designed to help prevent coercion through high-pressure tactics in a scam attempt. Google’s March 2026 explanation discusses that rationale.

ADB: no one-day wait
Google says ADB installations remain available and the workflow is unchanged; the advanced flow’s wait does not apply. Google has also said that a command to bypass the one-day wait is not supported at this point. So ADB is a supported installation route, not evidence of a universal command that disables the consumer safeguards. Google’s FAQ covers ADB and the wait.
Registering apps or sharing with a small group
Developer registration is a distribution requirement, not a consumer workaround: developers who want broad distribution through covered channels verify their identity and register packages. Students, hobbyists, and personal-use developers can instead use limited distribution to share their own apps with up to 20 devices without government-issued ID or a fee. That small-group option does not let someone install any arbitrary unregistered app without using a user-side route. See the developer guide.

Can you update an unregistered app?
Yes. Google says an unregistered app can be installed or updated when the advanced flow is enabled, or through ADB. An update does not turn the app into a registered one; the relevant user-side installation route still applies. Google’s FAQ addresses installing and updating unregistered apps.

Google’s March 2026 blog says its recent analysis found over 90 times more malware from sideloaded sources than on Google Play. The reviewed post does not provide the study’s sample, methods, or definition of “sideloaded sources,” so treat this as Google’s reported comparison rather than a universal or independently established risk ratio. Google’s post also cites the Global Anti-Scam Alliance’s 2025 report: 57% of surveyed adults experienced a scam in the prior year, and global consumer losses were estimated at $442 billion. Those are GASA figures as cited by Google, not measurements of Android malware or of this verification policy’s effect.
