A bot check is an access policy, not a PDF-format problem. If you own the site or have permission to automate it, use an authorized browser-rendering workflow with explicit waits and print settings. Do not expect a changed user agent or headless browser to defeat Cloudflare or another provider’s challenge.
First, decide whether you are allowed to save the page
Only save content you are authorized to access and retain. For a page on somebody else’s site, complete the challenge as a normal user and follow the site’s terms, copyright rules and account requirements. If the owner provides an export, API or downloadable report, use that instead of automating the protected page.
If you operate the protected site, obtain approval for the capture job and configure an allowlist or WAF rule for the approved renderer. Cloudflare documents an owner-controlled WAF skip approach for authorized Browser Run traffic; Enterprise access is required for custom rules that use Bot Management fields.
A challenge or block is a signal from the site owner about how traffic should be handled. It does not mean the page cannot be represented as a PDF after legitimate access.

Save a bot-protected page manually in a browser
- Open the URL in a standard browser. Use a current Chrome, Edge, Firefox or Safari session in which you are permitted to view the page.
- Complete the challenge or sign in. Let the browser finish any Cloudflare check, multifactor prompt or other access step. Do not repeatedly refresh a challenge loop.
- Verify that the real document is visible. You should see the article or application, not a challenge, blank shell or “checking your browser” message. Dismiss cookie banners, chat windows and other overlays, and expand accordions or “show more” sections that must appear in the PDF.
- Wait for client-rendered content. Allow images, charts, tables and text inserted by JavaScript to finish loading. Scroll through a long page once if that triggers lazy-loaded images.
- Open the print dialog. Use the browser menu and choose Print (or press
Ctrl+Pon Windows/Linux orCommand+Pon macOS). - Choose PDF output. Select Save as PDF or the equivalent PDF destination.
- Set print options. Choose paper size, portrait or landscape orientation, margins, scale, page range and whether to print background graphics. Backgrounds may be necessary for charts or colored panels; disabling them often produces a cleaner, smaller file.
- Save and inspect the file. Reopen the PDF and check its page count, selectable/searchable text, links, images, page breaks and clipped content. Search for a distinctive heading and inspect the first, middle and last pages.
When the normal print view is better
Some sites provide a reader mode, print view or “download report” action that removes navigation and advertising. Use it when available. It is usually more reliable than trying to hide elements with browser extensions after the page has loaded.
Why printing too early fails
Single-page applications can display a title immediately and fetch the body later. A print command issued during that interval can produce a short PDF containing only a shell, loading spinner or missing images. Waiting for a known heading, table or chart is more dependable than waiting an arbitrary number of seconds.
Automate PDF generation only after authorized access
For repeatable jobs on your own site or with the owner’s permission, use a browser-rendering service or a controlled browser such as Puppeteer. Automation should reproduce an approved user journey; it should not be presented as a way to bypass a challenge.

Cloudflare Browser Rendering PDF action
Cloudflare’s Browser Rendering /pdf Quick Action accepts a URL or custom HTML and returns a rendered PDF. Its documented controls include custom CSS, print backgrounds, headers and footers, page dimensions, resource allow/deny lists and gotoOptions such as networkidle0 or networkidle2 for JavaScript-heavy pages. The API reference also covers account authorization, Browser Rendering write permission, timeout, format, scale and resource-type controls. Exact endpoint paths and account identifiers depend on your Cloudflare account configuration, so use the current Cloudflare dashboard or API reference when creating the request.

Cloudflare states: “The userAgent parameter does not bypass bot protection. Requests from Browser Run will always be identified as a bot.” A renderer can create a PDF after approved access or an owner allowlist, but changing that parameter does not turn an unauthorized request into an allowed one.

The following pattern assumes you are allowed to visit the URL and that any challenge has already been completed in the supplied browser context. Replace the URL and selector with values from your application.

})();Puppeteer’s PDF generation uses print CSS by default. Call emulateMediaType('screen') before page.pdf() when the page’s screen styles, rather than its print stylesheet, are the ones you need. A selector-based wait is preferable to a fixed delay, although a short delay can follow it when charts animate or fonts settle.
Controls that matter for reliable PDFs
- Readiness: wait for a selector, a known application state and, where appropriate, network idle. Some analytics requests never become idle, so combine a selector with a bounded timeout.
- Print CSS: define page breaks, hide navigation and set color-adjust rules in an authorized stylesheet.
- Resources: allow required fonts, images and styles; block unnecessary ads or trackers to reduce time and file size.
- Dimensions: choose paper size, margins, orientation and scale deliberately. Wide tables often need landscape or a smaller scale.
- Authentication: use an approved session, cookies or headers. Never place secrets in a public URL or committed script.
- Observability: record the URL, timestamp, response status, final page title, readiness result and PDF size so a failed capture is distinguishable from a short but valid document.
Why a user-agent change or headless browser is not a workaround
Bot-management systems evaluate more than a user-agent string. They can apply site-owner policies to search, agent and training bot categories, and can issue a challenge or block according to those policies. Cloudflare specifically identifies Browser Run traffic as bot traffic even when a user-agent value is supplied. If you do not control the zone, request permission or use the site’s official export/API. If you do control it, configure the narrowest allowlist that covers the approved job and keep authentication and logging in place.

The PDF contains only a challenge page
Cause: the session never received authorized content, or the challenge requires an interactive step unavailable to the automation context. Fix: complete the challenge manually, use an approved authenticated session, or ask the owner for an export. Do not keep changing the user agent.
Text or charts are missing
Cause: printing occurred before JavaScript, fonts or lazy images completed. Fix: wait for a content selector, scroll to trigger lazy loading, use a bounded network-idle wait and verify the final DOM before calling PDF.

Cause: a wide layout, fixed-position element or unsuitable paper settings. Fix: try landscape, adjust scale and margins, add print CSS, and hide navigation or sticky controls with an authorized selector.
Background colors disappear
Cause: the print dialog or PDF options disable background graphics. Fix: enable background graphics in the browser, or set the renderer’s print-background option.
The job times out
Cause: slow third-party resources, a never-ending analytics request or an access loop. Fix: block nonessential resource types, wait for a specific ready selector instead of global idle alone, increase the timeout within your service limit, and record the final URL for diagnosis.
The output is valid but stale
Cause: a cache served an older capture. Fix: set an appropriate cache TTL or disable caching for time-sensitive documents, then verify the timestamp or page revision inside the PDF.
