“WhatsApp Business notifications” can mean two different things: alerts a person’s phone displays when WhatsApp receives a message, or messages a business sends to customers through WhatsApp Business. The first is controlled by app and device notification settings. The second is governed by consent and, on the WhatsApp Business Platform, approved templates and a 24-hour customer service window.
Two kinds of WhatsApp Business notifications

These are separate layers. A business can send a message without controlling whether the customer’s phone displays a push alert. Likewise, changing a phone’s notification settings does not grant a business permission to message that person.
How WhatsApp alerts work on a recipient’s device
Push notifications
Push notifications appear when WhatsApp is closed or running in the background. They can include lock-screen alerts and banners. Device notification permissions, background data, and battery settings can affect whether these alerts arrive or appear.
In-app notifications
In-app notifications appear while someone is using WhatsApp. They can include banners for another chat and unread indicators. A message showing up only after WhatsApp is reopened points to the recipient-side notification or background-delivery settings, not necessarily a problem with the business’s sending process.

Rules for messages a business sends
Get opt-in permission before contacting people
A business must have the person’s phone number or username and their opt-in permission before sending subsequent messages or calls. Having someone’s number alone is not permission. Make clear what kinds of messages the person is agreeing to receive; for example, distinguish order updates from promotional offers where relevant. Give people an intuitive way to opt out and honor requests to stop one category or all messages. See the WhatsApp Business Messaging Policy.

Use approved templates to start conversations on the Platform
On the WhatsApp Business Platform, a business can initiate a conversation only with an approved Message Template. Templates must comply with policy and be used for their designated purpose. Meta may review, approve, pause, or reject them. If a customer messages the business, a 24-hour customer service window opens and resets with each subsequent user message. During that window, the business may reply without a template; after it closes, use an approved template to send another business-initiated message.
Automation is permitted during the customer service window, but the business must provide a prompt, clear route to human assistance, such as transferring the conversation to an agent or providing a phone number. These Platform rules concern business messaging; they are not the same as a customer’s phone notification toggles. WhatsApp Business app or Platform/API?
The practical choice depends on whether the work is handled manually or needs system integrations and automated status tracking. The official documentation establishes Platform/API messaging and webhook capabilities, but does not provide a complete feature-by-feature comparison with the WhatsApp Business app. The table compares only the distinctions supported by those materials.

For a business that sends messages manually and does not need API-driven status events, the app may fit the workflow. A business that needs automated sending, system integration, or webhook status tracking should assess the Platform/API and its technical requirements.

- Choose the workflow. Decide whether staff will manage conversations manually in the WhatsApp Business app or whether the business needs Platform/API messaging, integrations, and automated status tracking.
- Collect and record opt-in. Obtain permission before contacting people, explain which message categories they are agreeing to receive, and record their choice. Make opt-out instructions clear and honor requests.
- Configure the Platform assets if using the API. Set up the business number and relevant WhatsApp Business Platform account assets, with the account identifiers and permissions required for API calls.
- Create templates for proactive messages. Prepare templates that match their designated purpose and submit them for review. Use approved templates when initiating conversations outside the 24-hour customer service window.
- Configure webhooks if status tracking or automation is needed. Make the webhook endpoint reachable over HTTPS, then subscribe the app to the WhatsApp Business Account whose events it needs. - Test with people who have opted in. Check that the intended message content, template, delivery/status handling, opt-out path, and human escalation route work as expected.
Meta documents sending text, media, and templates through the /messages endpoint and tracking message statuses through webhooks. Use the current WhatsApp Cloud API documentation for version-specific endpoint, permission, and account requirements. A webhook status does not establish that a recipient’s phone displayed a push alert; that depends on the recipient’s local settings.
Why a customer may not see a notification
The message may have been sent, but the phone did not show an alert
Delivery/status reporting and local device alerts are different. A business should not treat a successful message status as proof that a lock-screen alert or banner appeared. The recipient may need to check WhatsApp permissions, background data, or battery settings using the instructions for their device.
The business may not be permitted to send the message as intended
For a Platform message, check whether the customer opted in, whether the business is within the 24-hour service window, and whether an approved template is required. A recipient’s notification settings cannot resolve a consent or template issue.
Automated status events may not be configured
If the business cannot track message events, check that its webhook endpoint is reachable over HTTPS and that the app is subscribed to the right WhatsApp Business Account and event fields. Consult the webhook documentation for current configuration details.

How to choose the right setup
- Choose the app workflow when staff can manage conversations manually and do not need API-driven status events.
- Consider the Platform/API when notifications must be sent by software, connected to other systems, or monitored through message-status webhooks.
- Plan for consent either way. Collect permission before sending, state the message categories clearly, and make opting out easy.
- Plan proactive Platform messages around templates. Get templates approved before using them to initiate conversations, and account for the 24-hour window after each customer message.
- Keep delivery and alerts distinct. Your sending system can report message status, but the customer’s phone controls whether WhatsApp shows a local push notification.

Why am I not getting WhatsApp notifications?
If messages appear only after you reopen WhatsApp, check the app’s notification permissions and your device’s background-data and battery settings. WhatsApp distinguishes push alerts, which appear when the app is closed or in the background, from in-app notifications.
Can a business send me a WhatsApp notification if I have not messaged it?
A business needs your contact information and opt-in permission. On the WhatsApp Business Platform, it must also use an approved Message Template to initiate a conversation.

Can a business reply without a template?
On the Platform, it can reply without a template during the 24-hour customer service window that opens and resets with each customer message. Outside that window, it needs an approved template.

Does a delivered message mean I received a phone alert?
No. Message status and a phone’s local push alert are separate. Device notification permissions and background or battery settings affect whether an alert appears.
