Claude Code is built around software development; Claude Cowork is built around broader desktop knowledge work. Code fits best when you are working in a codebase and developer environment. Cowork fits best when a project involves ordinary files and connected apps. Their capabilities can overlap, so the useful distinction is the workflow each is designed for—not a hard rule that Cowork cannot handle code-related tasks.
How Claude Code and Claude Cowork differ

Anthropic describes Claude Code as a coding-focused agent and Cowork as a desktop product for broader projects. Both can work with files and handle multi-step tasks, but they start from different work surfaces. Anthropic’s Claude Code setup guide has users install it on a development machine and launch it from a project directory. Anthropic’s Cowork product page describes work across local files and connected apps.
Which one should you choose?
Choose Claude Code for work in a codebase
Start with Claude Code if the main job is to work on software: for example, a task that belongs inside an existing repository and developer workflow. Its project-directory setup and development-machine work surface make it the more natural starting point for that kind of work.
Choose Claude Cowork for broader desktop projects
Start with Cowork if the work is mainly across ordinary files and connected work apps rather than within a development environment. A desktop workspace is a better fit when the project’s materials and steps live across those sources.

For mixed tasks, decide by the center of gravity
Some tasks involve both code and other files. In that case, choose based on where most of the work happens and which environment you want to use. Do not treat the distinction as a capability test: the products’ purposes differ, but their ability to work with files and complete multi-step tasks can overlap.
How their access models differ
Anthropic’s engineering article, published May 25, 2026, says Claude Code runs on a user’s machine with access to the filesystem, shell, and network. It discusses permission-based controls and sandboxing in connection with those capabilities. The same article describes Cowork as running on the user’s desktop with access to a selected workspace; its initial architecture used a local virtual machine with that workspace mounted. Anthropic’s account of containment across Claude products is the source for these details.

Those are descriptions of Anthropic’s published design, not a guarantee that every current configuration is identical. For a practical decision, consider what files and tools the agent needs to reach and whether you are comfortable working in a developer environment. Access to a machine or workspace is not, by itself, an absolute safety guarantee; Anthropic frames agent containment as an evolving engineering problem.
