Data-centric architecture is an approach to designing systems and processes around data requirements, treating data as a durable, governed asset rather than something owned only by the application that happens to use it. Its aim is to make data understandable, secure, reliable, and useful across teams and applications. It is a design orientation—not a requirement to put all data in one database or adopt a particular vendor.

How data-centric architecture differs from application-centric design

In an application-centric system, each application commonly defines and manages its own data structures. That can work well for a self-contained application, but separate systems may accumulate duplicated records, inconsistent definitions, and one-off interfaces.

A data-centric approach starts with the data: what it means, who is responsible for it, how it is protected and maintained, and how authorized users and systems can access it. Applications still matter, but the data and its meaning are intended to remain useful beyond any one application. The Data-Centric Manifesto expresses this philosophy with the line, “Applications are optional visitors to the data.” That is advocacy language, not a formal architecture standard.

Does data-centric mean one central database?

No. Data-centricity concerns how an organization manages meaning, access, lifecycle, quality, and governance; it does not dictate a single physical storage design. The U.S. Department of Defense’s DoDAF V2.0 background guidance does not prescribe a physical data model. Depending on requirements, data can be centralized, distributed across domains, or accessed where it resides.

The practical goal is coherent, governed use—not centralization for its own sake. A single repository can simplify some forms of access and oversight, while distributed arrangements can preserve domain autonomy or avoid unnecessary data movement. Either approach still needs clear definitions, appropriate controls, and dependable interfaces.

How data-centric architecture relates to data mesh

Data mesh is a related but narrower sociotechnical pattern. It applies data-centric thinking through domain ownership, data treated as a product, a self-service data platform, and federated governance. A data-centric architecture does not automatically imply a mesh: an organization may pursue data-centric goals with a centralized warehouse or another architecture.

For an example of the distinction in practice, the U.S. Centers for Medicare & Medicaid Services reports that its former Enterprise Data Mesh was decommissioned in 2024. Its IDR Enterprise Data Product now supports those functions through a Snowflake implementation, with data kept in place and consumers choosing compute, analytics, and APIs. What does a data-centric implementation require?

Architecture succeeds through operating practices as much as diagrams or storage choices. AWS Prescriptive Guidance recommends five principles for modern data pipelines. They are useful engineering practices, not a universal checklist for every organization or system.

  • Flexibility: Use designs such as microservices where they help teams adapt pipeline components without rebuilding everything.
  • Reproducibility: Define infrastructure as code so environments and changes can be recreated consistently.
  • Reusability: Share libraries, references, and common capabilities rather than solving the same pipeline problems repeatedly.
  • Scalability: Configure services to suit actual data loads and expected growth.
  • Auditability: Keep logs, versions, and dependency information so teams can trace how data was processed.

AWS also describes retaining data at multiple processing stages as one possible pipeline design. It can support reprocessing and traceability, but it may increase storage use and create extra governance work. Teams should weigh those costs and controls against their recovery, audit, and analytical needs rather than treating multiple copies as mandatory.

Common challenges and trade-offs

Moving toward data-centric design can expose organizational and technical problems that were previously hidden inside individual applications. AWS notes that teams may resist keeping multiple processed versions of data, be unsure how to adopt data lakes, lack enough data engineers, or have limited familiarity with horizontal processing.

A German federal industry publication also describes challenges such as manual data exchange, point-to-point interfaces, missing information models, and gaps in master data management and governance. These issues are not solved simply by choosing a new platform: they require agreed ownership, shared definitions, integration work, and people able to operate the resulting systems.

Benefits such as lower cost or greater agility are not automatic. Duplicated data can raise storage and oversight costs; centralized controls can become bottlenecks; decentralized ownership can produce inconsistent practices without effective federated governance. Outcomes depend on the workloads, existing systems, skills, and operating model.

How to choose an architecture that fits

Compare viable designs against the requirements of your organization instead of choosing by label. Centralized warehouses, data fabrics, lakehouses, and data meshes solve overlapping but different problems; the cited public-sector and vendor guidance does not establish a universal winner or a controlled head-to-head result.

  • Ownership: Decide who maintains datasets, definitions, and quality, including how responsibilities transfer when teams change.
  • Governance and security: Determine how access rules, privacy requirements, and policy enforcement will work across teams and systems.
  • Data movement: Check whether workloads require copied or transformed data, or whether governed access where data resides is practical.
  • Meaning and interoperability: Establish how shared terms, identifiers, and interfaces will remain consistent across domains.
  • Operational fit: Evaluate performance, scale, reliability, and auditability against real workloads.
  • Readiness: Account for engineering skills, integration effort, existing platforms, and the organization’s capacity to sustain the governance model.

A data-centric architecture is most useful when data must serve more than one application or team and the organization is prepared to invest in its quality, semantics, access, and stewardship. The right implementation may be centralized or distributed; the defining decision is to make data requirements first-class in system design.

Data Mesh in Action by Jacek Majchrzak, Sven Balnojan, and Marian Siwiak is a focused book on the data mesh branch of the subject. Manning describes coverage of domain decomposition, data products, central and local governance, and platform design. It is not a comprehensive guide to every form of data-centric architecture.
