They let independently developed products exchange information predictably, but no single organization writes every networking standard—and a technical standard is not automatically a law.
What are networking standards?
A networking standard is a published technical agreement that sets common expectations for how a technology or network behaves. It may define a communications protocol, an interface, physical transmission characteristics, performance requirements, or other technical details. The International Telecommunication Union (ITU) describes standards as agreed norms, concepts, and technical specifications; IEEE describes them as published documents containing technical specifications and procedures.
A standard can specify a protocol, but the terms are not interchangeable: the standard is the document or agreement, while a protocol is a set of communication rules that a standard may define. A certification, in turn, is a way of assessing whether a product or implementation meets specified requirements. These concepts can be related without meaning the same thing.
Why are standards important in computer networking?
Standards make interoperability possible. When devices and services follow compatible rules, products from different manufacturers can connect and exchange information without each company having to create a separate system for every partner. That common ground supports compatibility across products and markets.

Networking standards address different parts of communication. Some specify physical signaling or interfaces; others cover link behavior, addressing and forwarding, transport, or application-level exchanges. This layered view is useful, but a standard does not always fit neatly into just one layer.
Who develops networking standards?
Several organizations develop standards and technical specifications, with different scopes and document types. Their work is complementary; there is no single global authority that writes all networking standards.

What are examples of networking standards?
Ethernet
IEEE/ISO/IEC 8802-3-2021 is listed by IEEE as active. Its stated scope covers selected Ethernet operating speeds from 1 Mb/s through 400 Gb/s, a common MAC specification, and physical-layer interfaces for coaxial cable, twisted-pair cable, fiber-optic cable, or electrical backplanes. Those are options covered by the standard; they do not mean that every Ethernet deployment supports every listed speed or medium. See the IEEE listing for IEEE/ISO/IEC 8802-3-2021.
Internet specifications
The IETF develops Internet specifications and publishes them as RFCs. RFC status and subject matter vary, so check the RFC Editor’s document information rather than assuming that an RFC is an Internet standard. The IETF describes its process as open and documented and says its published standards are freely available. Consult the RFC Editor and the IETF’s standards information for the relevant document and process.

Telecommunications and ICT recommendations
ITU-T Recommendations cover a broad range of telecommunications and ICT topics, from network architecture and security to transmission technologies and IP-related subjects. They are recommendations issued by ITU’s Telecommunication Standardization Sector, not a universal catalog of every networking standard. See ITU-T’s overview.
Are networking standards laws?
No—not automatically. A technical standard is generally voluntary unless a country or other applicable regulatory arrangement adopts or requires it. ITU says implementation is generally voluntary unless required by national law or regulation, and ITU-T Recommendations are non-mandatory until adopted in national law. The legal effect therefore depends on the jurisdiction and the rule that applies; do not assume that every standard is either legally binding everywhere or entirely voluntary in every context. How do you check whether a networking standard is current?
Use the issuing organization’s own record for the exact document. Standards can be revised, withdrawn, or superseded, and a familiar name alone does not establish that a particular edition remains current.
- Identify the document. Record its issuing organization, document number or identifier, title, and edition or publication year.
- Open the issuer’s official page. Search the organization’s catalog or document record, not just a general search result or a third-party summary.
- Check scope and status. Confirm what the document covers and whether the issuer lists it as active, revised, withdrawn, or superseded. For RFCs, check the document’s status and category; the RFC series includes more than standards-track material.
- Check adoption and applicability. If legal or regulatory compliance matters, verify the relevant jurisdiction’s law or regulation and whether it adopts or references that specific edition.
For a comparison, note each document’s scope and function, publisher and document type, intended compatibility boundary, edition and status, legal setting, and access terms. Availability can vary by publisher and document: for example, ITU says most finalized Recommendations are available as free electronic PDFs, but access terms should be checked for the particular standard.

What does “open standard” mean?
Openness can involve how a specification is developed, who can participate, and how the published document can be accessed. Those practices differ across formal standards bodies, industry forums and consortia, and proprietary standards. Because “open standard” does not have one universally agreed meaning, check the specific organization’s process and the document’s access terms instead of relying on the label alone.
