The defensible way to archive an automotive website is to preserve replayable web records, not just screenshots. Define which OEM, supplier, dealer, recall, warranty, cybersecurity, and regulatory pages matter; capture their linked resources and dynamic behavior on a schedule; store the results in validated WARC files with fixity and chain-of-custody metadata; and test representative replays. Screenshots can document appearance, but they do not retain links, HTTP evidence, scripts, or interaction needed to reconstruct what a site said at a particular time.
For U.S. manufacturers, the program should be aligned with Early Warning Reporting duties and the applicable record-retention rules. A 2024 U.S. Department of Transportation rule extends retention of certain safety-malfunction records to at least 10 years. That is a minimum for the covered records, not a universal retention period for every web page; legal holds, warranty policies, privacy requirements, and other jurisdictions may require different classes and durations.
Why automotive web pages need an evidence-grade archive
Vehicle information changes quickly. A recall landing page may be replaced after a remedy is issued, a warranty extension may disappear when a program ends, and a cybersecurity advisory may be edited while an investigation is underway. If a dealer, regulator, customer, or court asks what the manufacturer published on a specific date, a current URL is not proof of its earlier state.
Early Warning Reporting communications
NHTSA states that federal regulations mandate Early Warning Reporting for vehicle and equipment manufacturers. The required communications include notices, bulletins, warranty or policy extensions, and product-improvement communications concerning defects, failures, malfunctions, and related matters. NHTSA’s bulk process uses an XML index and related documents in a ZIP package, so the archive should preserve both the published web material and the submitted-document context when it is available.

Records covered by the Part 576 interpretation
NHTSA’s interpretation of 49 CFR Part 576 identifies communications from vehicle users, memoranda of user complaints, warranty-related reports and claims, dealer or field-personnel service reports, and lists, compilations, analyses, or discussions of malfunctions in internal or external correspondence. A web archive does not replace those operational records; it preserves the public and authenticated web evidence that explains what customers and service networks were told.
The 2024 federal retention change
The U.S. Department of Transportation’s 2024 final-rule summary says the FAST Act requires the Secretary of Transportation to extend retention of certain records concerning safety-related malfunctions from five years to not less than 10 years. The rule applies to manufacturers of motor vehicles, child-restraint systems, and tires. Classify records precisely, document the legal basis for each period, and suspend normal deletion when a legal hold applies.
What an automotive archive should capture
Start with a written scope and an inventory of domains, subdomains, applications, APIs, and third-party dependencies. At minimum, include:
- Vehicle model, trim, specification, owner-manual, maintenance, and safety pages.
- Recall notices, VIN lookup experiences, remedy instructions, and campaign-status responses.
- Warranty terms, policy extensions, goodwill programs, roadside-assistance terms, and exclusions.
- Dealer technical portals, field-service notices, service bulletins, and authenticated support content, captured only under documented authorization.
- Cybersecurity advisories, software-update notices, connected-vehicle privacy pages, and incident communications.
- Press releases, investor or supplier notices, regulatory submissions, and linked PDFs.
- Images, style sheets, JavaScript, fonts, data files, embedded videos, and API responses required to render the page.
For every crawl, record the capture time in UTC, URL and scope rules, crawler version, browser and user-agent settings, authentication or access conditions, HTTP status and headers, redirects, cookies policy, exclusions, failure reasons, content hashes, operator or job identity, and any manual intervention. Keep an immutable audit record connecting the captured package to the source system and retention class.
How long should safety and warranty web content be kept?
Use a retention schedule with separate classes rather than one blanket number. The 10-year minimum from the 2024 DOT rule applies to certain safety-malfunction records covered by that rule. A recall notice, a customer complaint, a dealer report, and a marketing page may therefore have different legal classifications even when they appear on the same domain.

When a page is under investigation, export the relevant WARC and metadata package, apply a legal hold in the records system, and prevent automated purge. Retention decisions should be approved by records, legal, safety, and information-security owners.
What WARC is and why it matters
WARC is ISO 28500:2009. The Library of Congress describes it as a format that “specifies a method for combining multiple digital resources into an aggregate archival file together with related information.” A WARC can contain the HTML document, images, scripts, styles, API responses, and metadata needed for replay.
Evidence carried by WARC
- HTTP request and response headers, status codes, redirects, and timestamps.
- Unique record identifiers and metadata describing the capture process.
- Duplicate-detection events, later transformations, and segmentation of large resources.
- All captured resources in a relationship that a replay system can reconstruct.
Require file validation, cryptographic fixity checks, metadata export, and replay review. WACZ may be useful as a packaging or exchange format, but a package extension alone does not prove that every dependency was captured or that it will remain accessible. Verify the supported specification and the provider’s long-term access plan.
A repeatable automotive capture workflow
- Inventory. List production, regional, dealer, supplier, recall, support, API, and third-party domains. Identify robots rules, rate limits, login boundaries, and data that must not be collected.
- Classify. Map each URL or application to safety, warranty, customer-support, cybersecurity, regulatory, or general-business retention classes. Record legal and privacy constraints.
- Set schedules. Crawl high-change recall and incident pages daily or on every release; crawl stable policy and product sections on a slower documented cadence. Run an immediate recrawl after a campaign, remedy, or policy revision.
- Capture behavior. Use a browser-capable crawler for JavaScript, VIN forms, accordions, consent dialogs, and API-backed content. Capture authenticated areas only with written authorization and test accounts that contain no unnecessary personal data.
- Preserve dependencies. Include linked PDFs, images, scripts, fonts, API responses, redirects, and internally referenced URLs. Record third-party resources that were blocked or outside scope.
- Validate. Check WARC syntax, hashes, response counts, truncation, and crawl logs. Compare expected URL inventories with captured records and flag missing resources.
- Replay-review. Open representative recall, warranty, dealer, and cybersecurity pages in a replay tool. Test links, forms, scripts, images, and date-sensitive content; document anything that cannot be reproduced.
- Publish controls. Store the archive in durable storage with access control, geographic resilience, retention metadata, legal-hold support, and an index that legal, safety, customer-care, and records teams can search.
DIY capture: a small, auditable starting point
A prototype can fetch a page, write a WARC record, hash the result, and keep a manifest. It is not a substitute for a browser crawler when pages depend on JavaScript or authenticated APIs, but it demonstrates the control pattern. Install requests and warcio, then run:

Keep the manifest and hashes in a system separate from the WARC so an auditor can detect later changes.

Evaluate suppliers against JavaScript and authenticated-content fidelity; crawl scope, scheduling, and recrawl controls; WARC/WACZ export and validation; metadata, legal hold, and audit trails; replay and search; third-party dependency handling; security and geographic hosting; records-system integration; and total cost of ownership. NARA guidance emphasizes preserving appraised component files, original links, functionality, data integrity, internally referenced URLs, and harvesting-control information. It also warns that dynamic content must be transferred in an acceptable format or made accessible as static content, and that a static screenshot is not an acceptable substitute for hypertext functionality.
Where screenshots fit—and where they do not
Use screenshots as a visual checkpoint attached to the underlying WARC, not as the archive itself. They help reviewers see the rendered state of a recall notice, consent experience, or dealer page, while the WARC preserves the resources and metadata needed for verification. Standards-compliant, accessible pages and open formats generally improve crawlability and replay, but the Library of Congress notes that they do not guarantee flawless preservation.

Troubleshooting and recovery
The replay is blank or missing images
Check whether the crawl captured JavaScript, CSS, fonts, image URLs, and API responses. Compare the browser network log with WARC records, add missing domains to the approved scope, and recrawl. If the original resource is gone, retain the failure record rather than silently substituting a current URL.
A VIN lookup or dealer portal cannot be reproduced
Document the authorization, session method, test identity, and API calls. Capture the authenticated response only where policy permits, redact unnecessary personal data, and preserve a static representation plus the access metadata when replaying the live workflow is impossible.
WARC validation or hash checks fail
Quarantine the file, compare it with the source copy and transfer log, and restore from an immutable replica. Never overwrite a failed artifact; record the failure, replacement identifier, and reason.
The crawl is incomplete because of rate limits or bot controls
Respect the site’s terms and robots policy, lower concurrency, use an identified user agent, coordinate with the site owner, and schedule a supervised recrawl. Mark blocked URLs and the exact response in the manifest.
A page changed during a long crawl
Store per-resource timestamps and crawl sequence numbers. Recapture high-risk pages in a short window, link the resulting WARC sets, and explain the boundary in the audit record instead of presenting the crawl as a single instantaneous state.

Can a WARC be opened directly in a normal web browser?
Usually not. WARC is an archival container; use a compatible replay application or service and preserve the original file, manifest, and validation results.
Should every regional automotive domain be crawled identically?
No. Regional domains can have different consent, language, authentication, legal, and retention requirements. Maintain a documented scope and schedule for each region.
Does archiving a public page authorize collection of personal data behind its forms?
No. Public visibility does not remove privacy or authorization obligations. Minimize test data, obtain approval for authenticated captures, and document exclusions.
