For a PDF invoice with selectable text, start by extracting that text; use OCR for pages that are scans or otherwise contain no usable text layer. Because one PDF can mix text and images, check each page, then validate important invoice fields against the rendered page. Text extraction and OCR produce text—not reliably labeled invoice fields—so parsing still needs layout logic and financial checks.
Text extraction and OCR solve different problems
PDFs describe how a page should render; they do not necessarily identify which text is an invoice number, supplier, tax amount, or total. A digitally created PDF often contains text objects that a Python library can read directly. A scanned page may instead contain pixels of text, which require optical character recognition (OCR).
Native extraction reads the PDF’s text objects and can use information such as font encoding. OCR identifies characters in an image, so similar-looking characters can be confused. The pypdf project puts the distinction plainly: “pypdf is not OCR software.” Its documentation advises against rasterizing digitally born PDFs just to OCR them. pypdf text-extraction documentation
Neither approach by itself performs semantic invoice parsing. The extracted words may be out of visual order, and line items may not remain in a usable table. Your application must still identify candidate fields using rules, layout information, or another field-extraction method.

Choose the approach based on each page

pdfplumber is designed for inspecting PDF layout, including character coordinates and tables, and provides cropping and visual-debugging tools. Its maintainers say it works best on machine-generated PDFs and does not provide OCR. pdfplumber README
How to tell whether a PDF page needs OCR
- Extract text page by page. Try a native extractor first. With pypdf, the basic pattern is to open the file and call
extract_text()for each page; its documentation also describes a layout-oriented extraction mode. - Inspect whether the result is plausible. Look for readable invoice content, not merely a non-empty string. Empty output or obviously incomplete text from a rendered scan is a reason to OCR that page.
- Compare with the rendered page. A page can combine image and text content, and scanned PDFs may already contain an OCR layer. Check whether the extracted words, amounts, and order correspond to what is visible.
- Route only the pages that need recognition to OCR. Preserve page references so every parsed value can be traced back to its source.
These checks avoid treating every page in a multi-page file as though it has the same underlying content. They also help catch a common trap: extraction returning some text while omitting a scanned table or other image-based content.

OCR scanned pages before extracting their text
Tesseract recognizes text from images, but its documentation says it does not support reading PDF files. Convert PDF pages to supported images before passing them to Tesseract, or use a PDF-oriented OCR tool to create a searchable text layer and then extract that text. Tesseract input formats

Build a page-aware invoice parsing workflow
- Open the PDF and extract by page. Start with pypdf or pdfplumber, choosing pdfplumber when position, tables, or visual inspection are important.
- Classify the extracted result. Check for plausible text and compare it with the visible page. Do not treat non-empty output as proof that all content is usable.
- OCR image-only pages. Convert those pages to images for Tesseract, or use an OCR-PDF workflow. Keep the page number and, where available, layout coordinates with the resulting text.
- Parse candidate fields. Apply layout logic or rules to identify fields such as invoice number, supplier, dates, currency, tax, grand total, and line items. Text extraction alone does not label them.
- Validate against the document. Check high-risk fields against the rendered source. Where applicable, verify that line-item amounts, taxes, and discounts reconcile with the stated total.
- Keep evidence and route exceptions for review. Retain the original text and page reference. Send low-confidence readings, mismatches, and failed arithmetic checks to a person rather than silently accepting them.
- Evaluate on your own invoices. Use representative suppliers, languages, scan conditions, and layouts, with known field values for comparison. The official documentation cited here does not establish a universal accuracy or speed winner for invoice populations.

These tools are complementary rather than interchangeable. For born-digital invoices, begin with native extraction; for scans, add OCR; for mixed files, decide page by page. Which combination works best depends on the documents you actually process.

Check both readability and consistency. A plausible-looking total can still be wrong; arithmetic reconciliation can flag some errors, but it cannot prove that the supplier, currency, or invoice number was read correctly. Keep uncertain or inconsistent values visible for review.
No single accuracy figure or universally best engine is established for all invoices by the cited project documentation. Test the complete workflow on a representative set of your documents and compare its extracted fields with verified values before depending on it in production.
