The right HTML-to-PDF tool depends on how you work. Use a browser’s Print command for an occasional page, automate a real browser with Puppeteer for repeatable, CSS-aware documents, use Acrobat when you need guided desktop controls, choose a command-line converter for existing scripts, or call a hosted API when conversion belongs in your application. No single option is universally best: rendering behavior, print CSS, page controls, deployment, accessibility, maintenance, and transaction limits matter more than a generic feature list.

Choose the conversion route first

Save HTML as PDF in a browser

For an occasional webpage, the built-in print dialog is the shortest path:

  1. Open the page in your browser and wait until visible content and images have loaded.
  2. Open the browser menu and choose Print, or press Ctrl+P on Windows/Linux or Command+P on macOS.
  3. Choose Save as PDF (the exact label varies by browser).
  4. Set paper size, orientation, margins and scale. Enable background graphics if the design requires colored sections or images.
  5. Inspect the preview for clipped columns, blank pages and missing fonts, then save.

Browser printing uses the page’s print stylesheet when one is provided. A site can deliberately hide navigation, change colors or insert page breaks for print. If the result is poor, look for a reader-friendly or print view, or ask the site owner for a downloadable document.

Generate PDFs programmatically with Puppeteer

Puppeteer’s page.pdf() generates a PDF using the print CSS media type by default. If you need the screen design instead, call page.emulateMediaType('screen') before creating the PDF. Puppeteer also modifies colors for printing by default, so review backgrounds and brand colors in the output.

Install and run a complete example

The documented workflow is to launch a browser, navigate, call page.pdf() and close the browser. The guide’s example waits for networkidle2; that is not a universal readiness signal. A dashboard that keeps polling, a page with late JavaScript rendering, or an image loaded after the network becomes quiet may require a different wait.

Control paper, orientation and page breaks

You can set format (such as A4 or Letter), or specify width and height. Use landscape: true for wide tables. printBackground: true preserves CSS backgrounds. CSS can provide more precise control:

preferCSSPageSize: true tells Puppeteer to honor the document’s @page size instead of forcing the API’s paper format. Use one source of truth where possible; mixing CSS and API margins can produce unexpected whitespace.

Wait for application state, fonts and images

Do not assume that DOMContentLoaded means the document is ready. For a known component, wait for its selector:

Puppeteer’s guide says font loading is awaited by default, but production documents still need review. Check print styles, page breaks, font fallback, colors and representative long and short documents. If images are lazy-loaded, scroll or trigger the application’s loading behavior before capture, then wait for the relevant image elements.

When to use screen media

Print media is usually preferable for reports because it lets a site simplify navigation and paginate content. Choose screen media only when the on-screen composition is the required design. Remember that a screen layout may contain fixed-position elements, horizontal overflow or interactions that do not translate well to paper.

Convert HTML with Acrobat

Acrobat is suited to a user who wants a desktop workflow and visible controls rather than a deployment pipeline. Adobe’s documented conversion options include layout, encoding, colors, bookmarks, PDF tags, page size, orientation, margins, scaling and handling of scrollable content.

Settings worth checking

  • Page dimensions and orientation: choose a paper size that accommodates tables and diagrams; use landscape for wide content.
  • Margins and scaling: scale wide pages to fit, but inspect small text after scaling.
  • Backgrounds and colors: retain backgrounds when they carry meaning, or omit them to reduce ink use.
  • Bookmarks: preserve heading-based navigation for long documents.
  • PDF tags: retain structural information when accessibility and reflow matter.
  • Scrollable content: configure whether content inside scrollable regions is expanded into the PDF.
  • Encoding: verify that non-Latin characters and symbols survive conversion.

Acrobat is a manual, operating-system workflow. It is useful when a person must inspect and adjust each file, but it is not a substitute for a repeatable server-side process.

Use a command-line converter: wkhtmltopdf

wkhtmltopdf is described by its project as a headless command-line HTML-to-PDF and image converter built on Qt WebKit and licensed under LGPLv3. A basic invocation is:

Typical options include page size, orientation, margins, header/footer text and JavaScript delays. Exact flags depend on the installed build, so check that build’s help output before scripting around them.

Compatibility and maintenance caveat

The available project information is old-crawled and does not establish current release or maintenance status, nor modern CSS compatibility. Qt WebKit is an older rendering engine; pages relying on newer browser APIs, complex flex/grid behavior, or modern JavaScript may differ from Chromium output. Test your actual templates, fonts and assets before standardizing on it. Also review the LGPLv3 obligations with your organization’s legal and deployment teams.

Call a hosted HTML-to-PDF API

A hosted service can accept HTML or a URL, render it remotely and return a PDF, avoiding browser installation and orchestration in your application. Adobe PDF Services documents conversion from static HTML, dynamic HTML, ZIP packages and URLs. Its pricing page lists a vendor-published allowance of 500 free Document Transactions per month; limits and paid terms are time-sensitive, so verify the current plan before committing.

Questions to answer before sending content

  • Can the service access private pages with authentication, or must you upload HTML and assets?
  • Does it support CSS print rules, custom fonts, JavaScript and delayed content?
  • How are images, cookies and external requests handled?
  • What are the file-size, page-count, timeout and concurrency limits?
  • What error information is returned when a URL fails or a script never settles?
  • How long are uploaded documents and generated PDFs retained?
  • Can the output include tags, bookmarks, metadata or a selectable text layer?

These are decision criteria, not evidence that one hosted provider wins. Request a sample conversion using your own hardest template and inspect every page.

Quality checklist for production PDFs

  • Confirm the intended media type: print CSS for document pagination, screen CSS only when required.
  • Set an explicit paper size, orientation and margin policy.
  • Test headings, tables, long code blocks, links, images and page breaks.
  • Load and verify web fonts; inspect fallback glyphs and non-Latin text.
  • Wait for application data, lazy images and charts, not merely a fixed delay.
  • Check headers and footers, repeated table headings and orphaned lines.
  • Inspect selectable text, links, bookmarks and tags when accessibility matters.
  • Use representative pages with the longest titles, widest tables and largest images.
  • Record converter version, browser version, CSS assumptions and input URL or template revision.
  • Handle timeouts, authentication failures and partial output explicitly; never publish an unverified PDF.

Troubleshooting common failures

The PDF is blank or missing content

The page may still be rendering, require authentication, or be blocked by a bot check. Wait for a meaningful selector or application-ready signal, confirm credentials and inspect server logs. A fixed sleep can mask the problem rather than solve it.

Colors or backgrounds disappeared

Print rendering often adjusts colors. In Puppeteer, set printBackground: true and ensure print CSS does not remove backgrounds. In a desktop converter, enable background retention when appropriate.

Text or images are cut off

Check paper width, margins, scale and horizontal overflow. Use landscape for wide tables, allow long content to wrap, and apply break-inside: avoid selectively rather than to very large containers.

Fonts changed or symbols became squares

Ensure the font files are reachable by the renderer, wait for document.fonts.ready, and verify that the chosen font contains the required glyphs. A PDF generated on a server may not have the fonts installed on your workstation.

Dynamic content is absent

Wait for the component that proves data is present, not just for network idle. Pages with polling may never become idle; use a selector, an application event exposed for automation, or a bounded delay combined with a readiness check.

wkhtmltopdf output differs from the website

That converter uses Qt WebKit, not the current browser engine. Older CSS and JavaScript support can change layout. Try a Chromium-based workflow such as Puppeteer, or redesign the template around the engine you have selected.

The hosted request times out

Reduce unnecessary third-party requests, make assets directly reachable, and verify that authentication and geolocation assumptions are valid. Set a client timeout longer than the provider’s documented rendering window and capture the returned error details.

Choose Acrobat when

A person must adjust layout, bookmarks, tags, encoding and scrollable regions interactively.

Choose wkhtmltopdf when

You have an established command-line deployment and your templates are compatible with its older WebKit engine. Treat maintenance and compatibility as explicit risks.

Choose a hosted API when

Your application needs conversion without operating browsers. Compare supported inputs, security terms, limits, error handling and current pricing using your own documents.

Frequently asked questions

Does converting HTML to PDF preserve links?

It can, but preservation depends on the renderer and document settings. Verify that links remain clickable in the generated file rather than assuming visual text is linked.

Which option creates accessible PDFs?

Acrobat documents controls for PDF tags, while browser and API workflows require you to inspect the generated structure. Accessibility support should be validated with your organization’s chosen checker.

Can one PDF contain a full, scrolling webpage?

Yes, but the method differs. Browser automation can print the document’s full layout; desktop conversion may offer a specific option for expanding scrollable content. Test menus, lazy sections and very long pages.

Is a free transaction allowance permanent?

No allowance should be treated as permanent. For example, Adobe’s listed 500 free Document Transactions per month is a vendor-published, time-sensitive plan detail that should be checked before use.
