For civil drones operating under Russian rules, connecting to ERA-GLONASS means equipping the aircraft with an accepted remote-identification device and activating the owner’s personal account in the state information system. Current Ministry of Transport guidance says this requirement applies to drones weighing more than 250 grams from 1 March 2026. It is separate from aircraft registration or accounting and does not, by itself, authorize a flight.

How to connect a drone to ERA-GLONASS

The official notices describe the core requirements but do not publish a complete account sign-up walkthrough, document checklist, or a list of approved retail devices. The practical steps supported by current guidance are:

  1. Confirm the rules apply to your operation. This guidance concerns civil unmanned aircraft operating under Russian rules; it does not establish procedures for foreign jurisdictions or non-civil aircraft.
  2. Check the drone’s mass. The Ministry of Transport says civil drones weighing more than 250 grams must be equipped with remote-identification equipment from 1 March 2026. This threshold concerns that equipment requirement; it should not be assumed to determine every other registration or flight obligation. See the Ministry’s notice of 24 September 2026.
  3. Choose a device category accepted by the system. The Ministry names cellular, satellite, hybrid, and broadcast-type remote-identification devices. The notice does not establish that a particular consumer tracker or model is compatible.
  4. Register the owner’s personal account and confirm it is active. The Ministry identifies an active account in the state information system as confirmation that the drone is connected. The official notices do not provide the exact sign-up URL, required information, fees, or service terms.
  5. Check the account confirmation before filing a flight plan. From 1 October 2026, the State Corporation for Air Traffic Management requires confirmation of an active ERA-GLONASS account when a drone flight plan is submitted. The Ministry says submissions without that confirmation will be rejected.

The Ministry and Rosaviatsiya report that the system is integrated with the national flight-plan service. Rosaviatsiya described the system’s intended role in a 10 February 2026 notice.

Which tracker or device does ERA-GLONASS require?

The Ministry lists four device categories, but the notices reviewed do not compare their performance or name compatible products. Do not assume that a generic GPS tracker qualifies: location tracking alone does not establish that a device supports the required remote identification or is accepted by the system.

Do you have to register a drone in ERA-GLONASS?

“Registering” a drone can refer to two distinct processes. Connecting it to ERA-GLONASS concerns remote identification and the owner’s active account. Aircraft accounting or state registration records the aircraft under applicable aviation rules. Completing one process does not automatically complete the other.

Process Purpose What to keep separate
ERA-GLONASS connection Links remote-identification equipment and an active owner account to the system. It is not aircraft registration and is not flight permission.
Aircraft accounting or state registration Records the aircraft under the applicable aviation rules. Requirements and filing steps are separate from ERA-GLONASS connection. Older explanatory material should not be treated as a current checklist.
Flight plan and airspace use Addresses the planned operation and applicable airspace procedures. Account confirmation is a flight-plan submission condition from 1 October 2026, not clearance to fly.

The Ministry’s older explanation of drone registration and launch procedures provides background on the distinction, but its procedural details may have been superseded. Check current Russian aviation rules and forms for the aircraft and operation rather than relying on old mass bands or filing instructions.

Can you fly after connecting a drone?

No. An active ERA-GLONASS account confirms connection and is required for flight-plan submissions from 1 October 2026, but it does not grant permission to conduct a particular flight. You must still follow the flight-planning and airspace-use procedures that apply to the location and intended operation, including any required permissions or restrictions. Check current rules for the specific flight.
