“Convert an image to HTML” can mean two different things: displaying the original image on a webpage, or rebuilding a screenshot as editable HTML and CSS. To display it, use an <img> element. To recreate its layout and text as a webpage, write HTML and CSS—manually or with a screenshot-to-code tool—and treat generated code as a draft to review.

First decide what “convert” means

An image file is a grid of pixels; HTML describes document content and structure. There is no single conversion that turns every image into a semantically correct webpage. Choose the method based on what you need the result to do.

Display an existing image with HTML

If your purpose is to put an image on a page, you do not need to turn its pixels into HTML. Reference the image file with src and provide an alt value that conveys its purpose. Use an empty alt attribute for a purely decorative image; do not omit the attribute. When you know the intrinsic dimensions, adding width and height helps the browser reserve space before the image loads.

Save that markup in an HTML document and make sure the path in src points to the image relative to the document, or use an image URL. A missing or misspelled path produces a broken-image indicator rather than a conversion error. The alt text is a textual replacement for people who cannot see the image, not a place to stuff search terms. If the image is only decoration, use alt=""; put any meaningful description in nearby text or a caption instead.

Use responsive image sources when needed

An image can scale with its container using CSS, for example img { max-width: 100%; height: auto; }. If a page needs different image files at different screen sizes or resolutions, HTML also supports srcset and sizes. Those attributes help the browser choose an appropriate resource; they do not convert image text into HTML text.

Embed image bytes as a data URL only when it makes sense

A data URL places encoded image bytes directly in the src attribute. It can be useful for a small, self-contained example, but large data URLs make the HTML bulky and can complicate caching and content security policy rules.

toDataURL() returns a data URL; PNG is the default when a type is not specified. For JPEG output, a quality value can be supplied, such as canvas.toDataURL('image/jpeg', 0.85); quality applies to lossy formats, not PNG. Use a data URL only when embedding the bytes is preferable to serving a separate image file.

Rebuild a screenshot or mockup as editable HTML and CSS

If you want a webpage that behaves like the reference rather than merely displaying it, recreate the design. The screenshot can guide appearance, but it does not reveal the original DOM, CSS rules, responsive breakpoints, interaction logic, or image assets. A faithful reconstruction is therefore an implementation task, not a file-format conversion.

  1. Record the reference conditions. Note the screenshot’s viewport dimensions, visible content, and any relevant state such as an open menu. These affect layout and should be reproducible when comparing your page.
  2. Inventory the content and regions. Identify headings, paragraphs, navigation, cards, controls, repeated items, and images. Separate actual text from decorative details and note which controls need to work.
  3. Write semantic structure first. Use elements such as header, nav, main, section, article, and footer where they fit. Use real headings, links, buttons, and form controls rather than drawing their appearance into a single image.
  4. Add the page’s real text. Text embedded in a screenshot cannot be selected, searched, translated, or resized as page text. Recreating it in HTML improves those capabilities and makes it available to assistive technology.
  5. Build layout with CSS. Use Grid or Flexbox for regions and alignment, then tune spacing, typography, color, borders, and component states. Avoid relying on one large background image to imitate an entire interface.
  6. Replace image regions with suitable assets. Use the actual image or an appropriately licensed equivalent when available. Use SVG for logos, icons, and diagrams when vector artwork is appropriate. Provide useful alt text for informative images and empty alt text for decorative ones.
  7. Compare and refine. Render the page at the reference viewport, compare structure and spacing, and adjust. Then test narrower and wider layouts, keyboard navigation, visible focus, and reduced-motion preferences.

Minimal starting example

This deliberately small page shows the division of responsibilities: HTML contains the content and CSS defines its layout. It is a starting point, not an automatic pixel-perfect conversion.

Replace the example copy, image, and dimensions with the content and assets for your reference. Add real behavior to controls; a visually similar button that does nothing is not a functional reconstruction.

Can a tool generate HTML from a screenshot?

Yes. Screenshot-to-code systems use vision-language models to draft markup from screenshots or sketches. A 2024 WebSight research paper describes this as a model task, not as a guarantee that generated code is accessible, responsive, secure, or visually exact. Treat generated output as untrusted draft code and review it before shipping.

In particular, check whether headings and controls are semantic, whether keyboard users can operate the page, whether layouts adapt to narrow screens, whether image assets are licensed for use, and whether generated scripts or external requests are safe and necessary. Human review remains important because a screenshot alone does not specify the original page’s hidden behavior.

Choose SVG for vector artwork

If the “image” is a logo, icon, diagram, or other vector graphic, SVG may be a better fit than a raster bitmap. It can be used through an HTML <img>, CSS image properties, Canvas, or inline <svg>. Those methods are not interchangeable: SVG loaded in image context may disable scripts and prevent external resources from loading, while inline SVG has different capabilities. If SVG conveys information, ensure it has an accessible name; for a decorative SVG, avoid announcing it as meaningful content.

Accessibility and search checklist

  • Informative image: write concise alt text describing the information or purpose the image contributes.
  • Decorative image: use alt="" so assistive technology can ignore it.
  • Caption: use figure and figcaption when a caption belongs with the image.
  • Screenshot text: recreate meaningful words as HTML rather than leaving them baked into a bitmap.
  • Known dimensions: set width and height on images to reserve layout space and reduce shifting.
  • Discoverability: use standard image elements when appropriate; Google documents support for BMP, GIF, JPEG, PNG, WebP, SVG, and AVIF. Data URIs can inline image bytes, but they are not a substitute for meaningful page text.
  • SVG accessibility: provide an accessible name for informative SVG used as an image, and consider role="img" when needed for assistive-technology behavior.

Common problems and fixes

  • The image does not appear: verify that src is a valid URL or correct relative path, that filename capitalization matches, and that the file is available to the browser.
  • The page shows words but they are not selectable: they are probably part of the bitmap. Recreate the text in HTML if it must be accessible, searchable, or responsive.
  • The reconstructed page only looks right at one size: the reference screenshot captures one viewport. Add responsive CSS and compare at both narrow and wide widths rather than stretching a fixed canvas.
  • The generated page looks close but controls do not work: screenshots show appearance, not necessarily behavior. Implement and test link destinations, button actions, form handling, and keyboard interaction.
  • Text or layout shifts as images load: add known intrinsic width and height values, and use responsive CSS such as max-width: 100%; height: auto.
  • An SVG behaves differently when embedded: distinguish an SVG referenced as an image from inline SVG; image-context restrictions and external-resource behavior differ.
  • A data URL makes the document unwieldy: use a separate image file instead when it is reused, sizable, or should be cached independently.

Frequently Asked Questions

Does putting an image in HTML make its text searchable?

No. Text within a bitmap remains pixels. To make it selectable and available as page text, recreate it in HTML.

Can a screenshot-to-code model reproduce the original site exactly?

A screenshot does not expose the original DOM, styles, assets, responsive rules, or interactions, so generated markup is a draft rather than a guarantee of an exact or complete recreation.
