To build a browser extension that saves the current webpage as a PDF, make the user click an explicit action, request only the page access that action needs, and invoke the browser’s print/save experience if it meets your requirements. Chrome’s scripting API lets an extension inject JavaScript or CSS; the cited Chrome and MDN documentation does not establish a direct extension API that exports an arbitrary active tab to PDF. For automated PDF generation outside the extension, use Puppeteer’s page.pdf() method instead—it is browser automation, not an extension runtime API.
Choose what your plugin needs to do
“Webpage-to-PDF plugin” can mean two different products. A browser extension runs in a user’s browser and acts on a page the user has opened. A Puppeteer process controls a browser programmatically, usually for server-side generation, batch work, or automated testing. Choose the route before you design permissions or PDF controls.

Chrome’s Puppeteer overview describes browser automation. Puppeteer’s PDF method is documented separately; it does not turn Puppeteer into a browser extension API.
Build the extension around an explicit user action
For a “Save this page” extension, make the user’s intent visible—for example, a toolbar button or context action. The extension can then run page logic where needed, while the user completes printing or saving through the browser’s available interface. The sources establish scripting access, not a Chrome API that directly returns a PDF for an arbitrary open tab. Confirm the exact print/save behavior required for your target browser before promising a one-click PDF download.

Declare only the permissions you use
Chrome’s scripting API requires the scripting permission plus access to the target page. For a user-triggered action, activeTab can provide temporary access. Host permissions are the alternative when the extension needs access to specified sites beyond a one-time user action. MDN documents the same broad distinction for WebExtensions: scripting permission and host access, with activeTab as a temporary option after explicit user action.
Keep the scope understandable in the extension’s UI. Ask for host permissions only when persistent site access is genuinely part of the feature; otherwise, prefer the narrow user-triggered route where supported.
Minimal Manifest V3 starting point
This illustrative Chrome manifest declares the toolbar action and scripting permission. It uses activeTab so the extension can act on the active page after a user gesture; it does not claim to generate or download a PDF by itself.

Handle the toolbar action
A service worker can use the toolbar action to run a small preparation function in the active page. For example, the injected function can add a print stylesheet to hide site navigation or adjust page breaks. This example demonstrates scripting only; it does not invoke a documented Chrome tab-to-PDF export API.

});The injected code runs in the current page context. Treat page access as a user-facing capability, and provide a clear fallback when a page cannot be scripted or the browser prevents access. Chrome extension methods are asynchronous unless documented otherwise, so use await or handle returned promises and errors.
Use Puppeteer when your plugin needs controlled PDF generation
If the requirement is to fetch a URL and programmatically return a PDF, Puppeteer is the more direct route. Its Page.pdf() method returns a Uint8Array and generates the PDF using print CSS media by default. The following Node.js example navigates to a page and writes the returned bytes to disk.

The Page.pdf() API reference documents its options and return type. This approach is suitable when your own process owns navigation and output. It is not code to run as the browser extension’s PDF API.

Make screen-versus-print styling deliberate
By default, Puppeteer renders with the print CSS media type. If the PDF should use screen styles, call page.emulateMediaType('screen') before page.pdf(). Conversely, use print CSS when the PDF should be a document rather than a visual copy of the viewport.

Fonts are awaited by default during PDF generation, but pages with late-loading images, scripts, or data may still need an explicit readiness condition in your own workflow.

}These CSS rules are starting points, not universal guarantees: a site’s layout, browser version, and content structure affect the result. Test real pages with long tables, wide code blocks, large images, and print-specific layouts.
Test the extension and PDF output separately
Testing should distinguish extension behavior from PDF rendering. Manually verify that the extension action is clear and works on representative pages. For the automation route, save generated PDF artifacts and inspect them rather than treating a successful method call as proof of good layout.

- Try a long page with content near the end to catch premature capture or missing sections.
- Include a page with print-specific CSS and compare it with screen rendering.
- Check pages that load fonts, images, or content after the initial document response.
- Inspect tables and other elements that might split awkwardly across pages.
- Verify the extension’s behavior where page scripting is unavailable or denied.
- Confirm the resulting file opens and has the expected paper size, margins, and backgrounds.
Puppeteer documents loading Chrome extensions and evaluating content-script execution realms, so it can help automate checks of whether an extension loads and whether its content script reaches the expected page. The extension cannot access the page
Check that the manifest includes scripting and that the extension has either applicable host permissions or temporary activeTab access following a user action. Verify the user actually invoked the action and that the target page allows extension access. Do not silently broaden permissions as a first fix.
The PDF looks different from the browser window
page.pdf() uses print media by default. Add or adjust @media print rules, or call page.emulateMediaType("screen") first if screen styling is required. Check hidden navigation, margins, backgrounds, and page breaks in the PDF itself.
Colors or backgrounds are missing
Set printBackground: true when using Puppeteer and use -webkit-print-color-adjust: exact where exact print colors are needed. Recheck whether the page’s own print styles override those choices.

Fonts or images are absent
Puppeteer waits for fonts by default during PDF generation, but that does not guarantee every resource or application-driven update has completed. Check page errors and network requests, and wait for a page-specific selector or readiness condition before generating the PDF.
No PDF file appears from the extension
The scripting example only prepares page content. It does not create a PDF or save one. If a browser-native print/save interaction is acceptable, implement and test that user flow for your supported browser. If your product requires programmatic PDF bytes, move that work to a controlled automation process such as Puppeteer rather than presenting an undocumented extension API as available.
