Breadth is only one dimension, however. Performance depth, autonomy, and the evidence used to measure them must also be examined before an AGI claim can be assessed.
“General” means broad capability, not just high performance
A system can be extremely capable without being general. A program that beats every human at chess, diagnoses one class of images, or writes code in a restricted environment may show great performance in a particular area. It does not necessarily transfer that ability to unrelated problems.
Generality asks whether one system can work across substantially different kinds of problems: for example, explaining concepts, planning a project, interpreting visual information, learning a new procedure, using tools, and adapting when conditions change. The key question is transfer across domains, not a single record score.
Three dimensions that should not be confused
Breadth or generality
Breadth measures how many different capabilities and domains the system can address. A broader system can move among tasks that require different knowledge, reasoning styles, inputs, and outputs.

Performance depth
Depth measures how well the system performs within each area and what baseline is used. “Human-level” could mean matching an average person, an experienced professional, or a specific task benchmark; those are not interchangeable claims.
Autonomy
Autonomy measures how independently the system can pursue a goal. A model may solve many kinds of problems when a person gives detailed prompts yet be far less autonomous than a system that can plan, use tools, monitor progress, and recover from errors with limited supervision.

The Google DeepMind Levels of AGI for Operationalizing Progress on the Path to AGI framework, published July 21, 2024 and presented at ICML 2024, separates capability breadth and depth while also discussing autonomy and deployment context. It presents an ontology for classifying capabilities and behavior, not a universal sentence that every organization must adopt.

These formulations do not establish one universal cutoff. The OpenAI Charter also says the timeline to AGI remains uncertain. It is therefore more accurate to attribute a definition to its organization than to present it as settled field-wide consensus.
How to evaluate an AGI claim
When a company, paper, or commentator calls a system “general,” ask for operational detail rather than relying on the label.

- Map the domains: What different task families were tested, and which important areas were excluded?
- Specify the baseline: How was performance compared with people or other systems, and under what conditions?
- Check transfer: Did the system apply knowledge to unfamiliar tasks, or were the tests closely similar to its examples and training setup?
- Measure independence: How much prompting, correction, tool selection, and human approval were required?
- Inspect reliability: Were success rates, failures, edge cases, and recovery from mistakes reported?
- Separate demonstration from deployment: Was the result a short controlled test, or sustained work in a real environment with changing conditions?
This matters because a benchmark can reveal capability in a defined setting without certifying general intelligence. The Levels of AGI framework notes that designing benchmarks capable of quantifying future capability levels is itself difficult.
What “general” does not automatically imply
- Not omniscience: Broad capability does not mean perfect knowledge or zero factual errors.
- Not universal superiority: A system can be broad while still losing to specialists in particular fields.
- Not full autonomy: General problem-solving and independent long-running action are separate properties.
- Not one benchmark score: No single test, by itself, settles whether a system meets every reasonable interpretation of AGI.
- Not a prediction date: A capability framework helps compare progress; it does not determine when AGI will arrive.
A practical example
Imagine two systems. System A produces outstanding legal summaries but cannot navigate a spreadsheet, learn a laboratory procedure, or plan a multi-step project. System B performs adequately—not exceptionally—across legal analysis, spreadsheets, visual interpretation, coding, and household planning, and can learn unfamiliar tasks with limited guidance. System A has greater depth in one area; System B demonstrates more breadth. If System B also plans and executes work with little supervision, it scores higher on autonomy as well. Neither description alone proves AGI, because the tasks, baselines, reliability, and real-world conditions still need to be specified.

The clearest working definition
For practical discussion, treat “general” as a claim about cross-domain flexibility: one system can handle many materially different problems, achieve a stated level of performance in each, and—when the claim includes autonomy—carry out those tasks with an explicitly described degree of independence. Because institutions draw the boundary differently, any serious AGI statement should name its definition and publish the evidence behind each dimension.
