No, the GDPR does not expressly require every organization to use multi-factor authentication (MFA). Article 32 instead requires controllers and processors to choose technical and organizational measures that provide security appropriate to the risks of their personal-data processing. MFA may be an appropriate safeguard, but whether it is needed depends on the data, systems, access paths, likely harms and other controls in the specific environment.

What the GDPR actually requires

Article 32(1) of Regulation (EU) 2016/679 says controllers and processors must implement “appropriate technical and organisational measures to ensure a level of security appropriate to the risk.” It directs them to consider the state of the art, implementation costs, the nature, scope, context and purposes of processing, and risks of varying likelihood and severity to people. Read GDPR Article 32.

Article 32 gives examples of measures, including pseudonymisation and encryption, ensuring the ongoing confidentiality, integrity, availability and resilience of systems, restoring availability after an incident, and regularly testing whether security measures work. MFA is not listed as a universal requirement. It is one possible control to assess as part of the broader set of technical and organizational measures.

How to decide whether MFA is appropriate

  1. Map the processing and access. Identify the personal data, systems, user groups and routes through which people can access the data. Include remote access, administrator accounts and other access paths relevant to the environment.
  2. Assess risks to people. Consider the likelihood and severity of harm if someone gains unauthorized access, taking the processing context into account. The assessment should consider the data and the consequences of exposure or misuse, not simply whether MFA is technically available.
  3. Choose a proportionate set of controls. Decide whether MFA addresses an identified access risk, and consider it alongside other safeguards rather than treating it as a complete security program. The European Commission’s overview also describes the GDPR obligation to secure personal-data processing: security of personal-data processing.
  4. Document the reasoning. Record the risks considered, controls selected and why they provide security appropriate to those risks. Where MFA is not selected, the reasoning should still explain how the overall measures address the identified risks.
  5. Test and revisit the measures. Article 32(1)(d) calls for “a process for regularly testing, assessing and evaluating the effectiveness” of security measures. Reassess when the processing, systems, access patterns or relevant circumstances change.

There is no single MFA rule that can be applied to every organization from the GDPR text alone. CNIL’s recommendation, adopted on 20 March 2025 and summarized on 1 April 2025, addresses when MFA is appropriate in light of security needs. Its guidance supports a contextual decision rather than an automatic yes-or-no rule: CNIL’s MFA recommendation overview.

Assess the privacy impact of MFA itself

Deploying MFA can involve processing personal data, so the organization should assess the authentication system as part of its GDPR compliance work. CNIL’s recommendation highlights issues to address when choosing and operating MFA:

  • Identify an applicable legal basis for the processing.
  • Minimise the personal data collected and set an appropriate retention period.
  • Plan how people can exercise their data-protection rights.
  • Clarify the roles of the organization and any solution providers involved.
  • Evaluate the chosen factor, including the implications of SMS one-time codes and any reliance on employees’ personal devices.

These considerations do not mean every MFA implementation is unsuitable. They mean a security measure should be evaluated for its own data handling and operational effects as well as its security fit.

Choose factors against security fit and user burden

The sources do not rank particular MFA vendors or devices. A useful comparison focuses on two questions: does a factor address the access risk and work with the systems and people in scope, and what personal-data or operational burden does it introduce? CNIL discusses MFA modalities and appropriateness; EDPB guidance gives strong authentication, including two-factor authentication, as one possible security measure in its breach examples. For example, compare whether the option works for relevant users and access paths, what information it collects, how long that information is retained, and whether it depends on SMS or an employee’s personal device. A factor is not a compliance shortcut: buying or deploying one does not by itself establish that an organization meets Article 32.

Keep identity checks proportionate for access requests

MFA for account security does not justify demanding extra identity documents for every data-subject request. EDPB Guidelines 01/2022 say existing account credentials may be enough in some online settings and caution against burdensome or excessive identity verification. Authentication should be proportionate to the circumstances and the risk of disclosing information to the wrong person. See EDPB Guidelines 01/2022 on the right of access.

What happens if there is a breach?

A breach creates obligations that are separate from the choice of MFA. Under GDPR Article 33, a controller generally must notify the competent supervisory authority without undue delay and, where feasible, within 72 hours after becoming aware of a personal-data breach, unless the breach is unlikely to result in a risk to the rights and freedoms of individuals. Other documentation and communication duties may apply under the relevant GDPR provisions. See GDPR Article 33.

Why the GDPR fine figures are not MFA penalties

Article 83 sets maximum fines for specified categories of infringement; it does not set an automatic fine for failing to deploy MFA. For the infringements listed in Article 83(4), the maximum is €10 million or 2% of the undertaking’s total worldwide annual turnover for the preceding financial year, whichever is higher. For specified infringements under Article 83(5) and (6), the maximum is €20 million or 4% of that turnover, whichever is higher. These are statutory ceilings, not predictions of what a particular case will cost. See GDPR Article 83.

The relevant compliance question is therefore whether the organization’s overall measures provide security appropriate to its processing risks, and whether its reasoning and effectiveness checks support that conclusion. The answer can depend on the organization’s systems and circumstances, as well as applicable supervisory practice and later guidance.
