If you want suggestions inside an editor you already use, evaluate tools built for that environment; if you want repository-wide changes, terminal access, or parallel agents, assess how much autonomy and review you are comfortable with. Then verify integrations, data handling, and the actual cost of your expected use.
Choose the work surface that fits your day
AI coding assistants can appear as editor completions and chat, in a dedicated AI-focused editor, in a terminal, or across several surfaces. The official product descriptions below show where each vendor says its tool can be used; they do not establish which assistant produces better code.

Match the assistant’s autonomy to the task
Decide what you want the assistant to do, and what you expect to inspect or approve. A request to explain a function is different from asking an agent to edit several files, run commands, or work on a delegated task in the background. More autonomy can mean more work to review, not less responsibility for the result.

- Completions and explanations: A good fit to evaluate when you want suggestions as you write or help understanding code in your current editor.
- Targeted edits: Check whether you can see and assess the proposed change before accepting it.
- Repository-wide work or command execution: Establish which files and tools the assistant can access, how commands are handled, and how you will review the resulting changes.
- Delegated or parallel agents: Find out how you can track their work, inspect changes, and intervene if the result is off course.
Vendor feature descriptions explain intended capabilities; they are not evidence that an agent will complete a specific task correctly or safely. The available sources do not establish comparable control settings across all four products. During an evaluation, ask whether you can inspect diffs, restrict file or tool access, approve commands, and run your own tests.
Check integration friction before switching
A feature list matters less if the assistant disrupts your established editor, terminal, version-control service, issue process, or CI workflow. Check the exact combination your team uses rather than assuming that a product’s broad surface list covers every integration or plan.

- Can developers use it in their current IDEs and terminals?
- Does it work with the team’s repositories and version-control process?
- Can reviewers see and manage assistant-generated changes in the existing workflow?
- Are the features your team needs available on the plans and surfaces it can use?
If a trial or evaluation is available, use the same representative project and task across candidates. That helps expose setup and workflow friction that a product description alone cannot answer.
Make code context and governance part of the decision
Do not infer one vendor’s data practices from another’s. GitHub says Copilot may send contextual information to its model to generate suggestions. Its explanation says the extension examines nearby code and may also use other files open in the editor, along with repository URLs or file paths. GitHub’s plan information also distinguishes individual and organization features.

For each candidate, review the current terms that apply to your account and organization. Ask what code and other context may be transmitted, how it is retained or used, and what administrative or policy controls are available. The cited sources establish GitHub’s description of Copilot context handling; they do not establish the data practices of Cursor, Claude Code, or Codex.
Compare plan economics using your expected workload
GitHub’s plan page lists Free, Pro, Pro+, Max, Business, and Enterprise offerings. The sources used here do not establish a consistent, current price-and-quota comparison across GitHub Copilot, Cursor, Claude Code, and Codex. Plan names, usage units, quotas, model access, and limits can change, so compare the live terms rather than assuming similarly named plans are equivalent.

- Identify the billing unit that applies to your expected use, along with quotas and what happens when a limit is reached.
- Check which models, features, and work surfaces are included in the plan you would actually buy.
- For a team, include administrative controls and the number of users in the cost comparison.
- During a pilot, record actual usage and cost for the same representative tasks you use to assess quality and workflow fit.
Evaluate language and project fit on your own code
GitHub notes that Copilot suggestion quality may vary by programming language depending on the volume and diversity of public repository examples. That is GitHub’s observation about Copilot; it should not be generalized to the other products. For any candidate, use code from the languages, frameworks, and conventions your team actually maintains when evaluating its usefulness.

- Choose representative tasks. Include work your team does routinely, such as explaining existing code, making a targeted edit, and handling a change that touches multiple files.
- Keep the conditions comparable. Give each candidate the same repository context, task, tool permissions, and review expectations.
- Set success criteria first. Agree on what counts as a correct result, which tests must pass, and what kinds of regressions or security concerns matter.
- Record more than completion. Track change quality, regressions, human review time, setup friction, and actual usage cost.
- Review governance separately. Confirm the data terms and administrative controls that apply to the exact individual or organization plan under consideration.
This is more informative than treating vendor descriptions or testimonials as a neutral quality ranking. GitHub’s product page reports that Copilot users saw “up to 55% more productive at writing code” and “up to 75% higher satisfaction with their jobs.” The page view used here does not state a publication year or methodology details, and these are GitHub-reported figures—not independent head-to-head findings about the four products.

What the available evidence can—and cannot—tell you
The vendor pages and documentation accessed October 4, 2026, describe intended product surfaces, integrations, and features. They do not provide an independent, controlled comparison that ranks Copilot, Cursor, Claude Code, and Codex for code quality or task success. Treat the workflow descriptions as starting points, then make the choice against your own project, review practices, governance needs, and measured usage.
