Use the method that matches the item. For ordinary files and folders, the correct Windows 11 destination is usually Quick access, not the taskbar. For websites, install the site as a Progressive Web App (PWA) if you want a separate taskbar icon.
Pin an app from Search
- Select Search on the taskbar, or press the Windows key and begin typing.
- Type the app’s name, such as Notepad, Calculator, or Microsoft Edge.
- Right-click the app in the search results.
- Select Pin to taskbar.
This works for both traditional desktop programs and many Microsoft Store apps. Windows represents these as desktop applications or UWP apps, but the normal Search menu hides that distinction.
Pin an app that is already running
- Launch the program.
- Find its icon on the taskbar.
- Right-click the icon.
- Select Pin to taskbar.
If the program is already pinned, the menu shows Unpin from taskbar instead. To change the order, drag a pinned icon left or right along the taskbar.

Unpin something
Right-click the pinned taskbar icon and select Unpin from taskbar. This removes the shortcut from the taskbar; it does not uninstall the application or delete your files.
Pin Settings pages and Windows tools
Some Windows components can be pinned like apps when they appear as an app result or have an application identity.
- Open Settings with Win + I, or search for the specific Settings page.
- Use Search to find the component or tool you want.
- Right-click the relevant app result when Windows offers Pin to taskbar.
For managed taskbar layouts, Microsoft identifies the main Settings application with this AUMID: windows.immersivecontrolpanel_cw5n1h2txyewy!microsoft.windows.immersivecontrolpanel
File Explorer has the desktop application ID Microsoft.Windows.Explorer.

Pin File Explorer and use Quick access for folders
File Explorer is a normal taskbar application and can be pinned from Search or by right-clicking its running taskbar icon.

Windows 11 does not provide a general File Explorer command called Pin to taskbar for arbitrary folders. For a folder, use Quick access:
- Open File Explorer.
- Right-click the folder.
- Select Pin to Quick access.
To remove it later, right-click the folder in Quick access and choose Unpin from Quick access.
On Windows 11 version 22H2 and later, the known folders Desktop, Documents, Downloads, Pictures, Music, and Videos are placed in Quick access by default rather than being shown under This PC.
What about individual files?
A Word document, PDF, spreadsheet, image, script, or ordinary folder is not normally a pinnable taskbar item. Claims that you can right-click any file and choose Pin to taskbar describe older Windows behavior, a third-party utility, or an unsupported workaround—not the standard current Windows 11 interface.
You can still create a convenient shortcut:
- In File Explorer, right-click the file or folder.
- Select Show more options.
- Choose Send to > Desktop (create shortcut).
Alternatively, right-click an empty area of the desktop and choose New > Shortcut, then complete the wizard. This is useful for launching the item from the desktop, but creating the shortcut does not guarantee that Windows will show Pin to taskbar. The taskbar expects an application or a recognized desktop-app link, not simply any document path.

Pin a website to the taskbar as an app
A browser bookmark is not a taskbar app. To get a separate icon and an app-style window, install the website as a Progressive Web App through a browser that supports PWA installation, such as Microsoft Edge.

- Open the website in Microsoft Edge.
- Open the Edge menu and look for the site-install option, such as Apps > Install this site as an app. The wording can vary with the Edge version and the site.
- Confirm the installation.
- When Edge offers the option, choose to pin the new app to the taskbar. If the prompt is not shown, search for the newly installed app and pin it from Search like any other application.
The site must provide enough installable web-app metadata. Merely opening a URL or saving a bookmark does not create a PWA. The web app’s manifest supplies details such as its name, icons, and start URL. Although manifest.json is common, that filename is conventional rather than mandatory.
Edge PWAs run in standalone windows and have their own application identity and taskbar icon. A service worker is not required for Edge to install a PWA, although one is recommended when the site needs offline behavior and better reliability.
Deploy taskbar pins to several Windows 11 PCs
For a personal PC, manual pinning is simpler. Administrators can use Microsoft’s taskbar-layout XML with Intune, the Start CSP, a provisioning package, or Group Policy.
A basic layout has this structure:

Use a desktop application ID like this: <taskbar:DesktopApp DesktopApplicationID=”DESKTOP_APPLICATION_ID”/>
You can also reference a Windows shortcut file: <taskbar:DesktopApp DesktopApplicationLinkPath=”%APPDATA%\Microsoft\Windows\Start Menu\Programs\System Tools\Command Prompt.lnk”/>
Leaving PinListPlacement out appends your pins after the defaults. To replace the default pins, use <CustomTaskbarLayoutCollection PinListPlacement=”Replace”>.
For Intune or another MDM, the Start CSP uses one of these OMA-URIs:
- ./User/Vendor/MSFT/Policy/Config/Start/StartLayout
- ./Device/Vendor/MSFT/Policy/Config/Start/StartLayout

On a managed computer, a policy-pinned app can return during the next policy refresh after you remove it manually. That behavior can look like a broken Unpin from taskbar command, but the policy is simply applying the pin again.
Microsoft’s PinGeneration attribute changes this behavior: users can unpin the app and it will not return at the next policy cycle. Increasing the generation number pins it again. This attribute requires:
- Windows 11 version 24H2 with KB5060829, or
- Windows 11 version 23H2 with KB5060826.
On older or unpatched versions, a layout using this attribute will not apply as intended.

When a policy pin does not appear
- Check that the XML is well-formed and uses the taskbar namespace shown above.
- Confirm the UWP AUMID or desktop application ID is exact.
- For a shortcut pin, verify that the .lnk path exists and is accessible to the intended user.
- Check whether the layout is appending pins or replacing defaults.
- Remember that traditional policy layouts may require signing out and signing in before they are applied. Microsoft documents instant application only for newer Windows 11 Insider Preview builds, beginning with builds 26200.5722 in Dev and 26120.5722 in Beta.
An invalid identifier, broken shortcut path, or schema error can prevent one or more pins from being created even when the rest of the XML looks correct.
FAQ
Can I pin any file or folder directly to the Windows 11 taskbar?
No. Windows 11 does not provide a general Pin to taskbar command for arbitrary files and folders. Use Quick access for folders, or create a desktop shortcut for easier access.
How do I pin a program to the taskbar?
Search for the program, right-click its result, and select Pin to taskbar. You can also right-click the program’s running taskbar icon and choose the same command.
How do I pin a website to the taskbar?
Install the website as a PWA in a browser such as Microsoft Edge. After installation, pin the new app from the installation prompt or from Windows Search.
Why does a taskbar icon return after I unpin it?
The PC may be receiving a managed taskbar policy. By default, policy-pinned apps can be restored at the next policy refresh.
Is Import-StartLayout still supported for Windows 11 taskbar setup?
No. Microsoft documents it as unsupported for Windows 11. Use Intune, the Start CSP, provisioning packages, or Group Policy instead.
Where should I pin a frequently used folder?
In File Explorer, right-click the folder and choose Pin to Quick access. This is the standard Windows 11 replacement for a direct folder taskbar pin.
