First check which Xbox mode you need. Developer Mode and Retail Mode are separate states: if you want to play retail games or use retail services, open Dev Home and select Leave developer mode; the console restarts in Retail Mode. If you are developing or testing an app, stay in Developer Mode and troubleshoot the activation or deployment step that is failing.
Check whether the console is in Retail Mode or Developer Mode
Press the controller’s Home button. If Dev Home opens, the console is in Developer Mode. If the ordinary retail Home experience opens, it is in Retail Mode. Microsoft notes that retail games, apps, Store access, or Live services may not work as expected while the console is in Developer Mode. Activate Developer Mode on a retail Xbox One
Microsoft’s documented activation sequence is for a retail Xbox One. The available instructions do not establish that the same app, screens, or eligibility apply to Xbox Series X|S, so check current Microsoft guidance for your specific console before following these steps.
- Install the Dev Mode Activation app from the Xbox One Store.
- Open the app and note the activation code it displays.
- Sign in to the developer portal and enter that code, then agree to and complete the activation.
- Wait for activation to complete, return to the console, and reopen the Dev Mode Activation app.
- Select Switch and restart to enter Developer Mode.
The activation instructions describe a limited number of activations per account but do not state a numeric allowance. Do not assume an account can activate an unlimited number of consoles. Microsoft’s Xbox One activation instructions

Match the fix to where the failure occurs
Activation, switching modes, deploying from Visual Studio, and launching an app are different stages. Note where the problem appears and record the full error text or code before trying a fix.

Troubleshoot Visual Studio connection and deployment
Use these checks when deploying a development app from Visual Studio, not as universal fixes for the activation app or retail apps:
- Confirm that the console is in Developer Mode.
- Review the PC development setup required for Xbox app deployment.
- Check that the PC can reach the console over the network; Microsoft recommends verifying connectivity to the console’s IP address.
- In Visual Studio, open the project’s Debug tab and choose Universal (Unencrypted Protocol) for authentication.
- For deployment performance, Microsoft recommends a wired network connection.

If activation or app launch still fails
Write down the exact error code and wording, which screen or app displayed it, what you were trying to do, and whether the console is in Retail or Developer Mode. For deployment failures, also note whether a console user is signed in and whether the PC can reach the console. Then consult current Microsoft or Xbox support guidance for that specific error. The cited official material does not establish one fix for every activation-app failure or Developer Mode launch error, so avoid treating a factory reset, hardware replacement, or networking purchase as a recommended solution without case-specific support guidance.
