Short answer: Losing scheduled-bank status does not, by itself, establish that a payments bank will close, freeze your balance, lose deposit insurance, or stop UPI. These are separate regulatory questions. The outcome for a particular bank would depend on what the Reserve Bank of India (RBI) does, whether the bank keeps its banking licence and payment-system access, and what its official transition notices say.
What scheduled-bank status means
Scheduled status is a classification under the Reserve Bank of India Act, 1934. RBI’s 2014 guidelines for licensing payments banks say a payments bank is to be given scheduled-bank status once it begins operations and is found suitable under Section 42(6)(a) of the Act. That classification is distinct from permission to operate as a bank.
Does losing scheduled status mean the bank will close?
Not automatically on the evidence in the RBI materials. A payments-bank licence is a separate authorization under Section 22 of the Banking Regulation Act, 1949. RBI’s payments-bank framework describes licensing requirements and possible penalties for non-compliance, including licence cancellation; it does not say that losing scheduled status alone necessarily cancels the licence.

So a customer should not infer closure, account restrictions, or a forced transfer solely from a change in scheduled status. Those actions would need to be established by the regulator’s decision or the bank’s official instructions.

Will you lose money in the account?
RBI’s payments-bank framework says eligible deposits mobilised by a payments bank are covered by the Deposit Insurance and Credit Guarantee Corporation (DICGC) scheme. The cited framework does not say that losing scheduled status alone removes that coverage. However, this is not a promise that every balance or account circumstance is covered: check current DICGC rules and the applicable insurance limit for your account.
Will UPI stop working?
Scheduled status and UPI access are not interchangeable. RBI’s Master Directions on Access Criteria for Payment Systems set out payment-system access criteria for scheduled and licensed banks and authorised payment-system providers. The directions treat access as a separately regulated matter; they do not establish that losing scheduled status automatically ends UPI participation, nor do they guarantee that UPI will continue for a particular bank.

For a real bank-specific event, check whether the bank’s payment-system access or UPI service has actually changed, and follow any stated effective dates. Do not treat a change in classification by itself as proof that UPI has been switched off.
What to do if your bank announces a change
- Read the official notice. Check the affected bank’s website, app, and customer communications, along with relevant RBI notices. Look for the bank’s licence status, effective dates, and any stated account or service restrictions.
- Check the instructions for your balance. Follow the notice for withdrawal, transfer, or account-access arrangements and deadlines. The RBI materials cited here do not set a standard customer transition procedure for this exact scenario.
- Check payment services separately. Confirm the bank’s instructions for UPI and any other payment services rather than assuming they follow automatically from its scheduled status.
- Verify deposit protection for your circumstances. Consult current DICGC guidance and the bank’s notice if you need to establish how the rules apply to your balance.
What is—and is not—established
The RBI materials distinguish scheduled-bank classification, a banking licence, deposit protection, and payment-system access. They do not specify a standard outcome for customers when a payments bank loses scheduled status. Without a bank-specific RBI or bank notice, claims that customers’ money will be frozen, accounts will close, deposits will lose insurance, or UPI will stop are not established.
