SSH is designed to protect traffic in transit and authenticate the server; Telnet’s original specification describes terminal communication but does not define that protected transport. Keep SSH host-key checking enabled. Use Telnet only when a legacy requirement makes it necessary, and then limit it to a controlled environment.

Why SSH is safer for remote administration
SSH was designed for secure remote login and other network services over an insecure network. RFC 4251 describes its transport as providing a confidential channel; SSH also protects message integrity and supports server authentication. Telnet’s original purpose, as RFC 854 states, is a “fairly general, bi-directional, eight-bit byte oriented communications facility.” That describes what it carries, not a comparable protected transport.
Without protection, traffic sent over a Telnet connection can be exposed to parties able to observe the network path. Do not use Telnet to send credentials or sensitive session data over an untrusted network. SSH encryption protects traffic between the SSH endpoints; it does not protect a compromised client or server, make weak account permissions safe, or replace access controls.
SSH still depends on verifying the server
Encryption alone does not prove that you connected to the intended machine. SSH clients use host keys to establish server identity. When connecting for the first time, verify the host key fingerprint through a trusted channel when possible. If a known host’s key unexpectedly changes, do not blindly accept the replacement: confirm the change with the system administrator or another trusted source before proceeding. RFC 4251 cautions that omitting host-key verification is not recommended.

What SSH can do beyond a terminal
SSH’s architecture can multiplex multiple channels over one transport. OpenSSH documents remote login, port forwarding and SFTP among its features. These capabilities can support tasks such as securely reaching a service through a tunnel or transferring files, but availability and policy depend on the particular SSH implementation and its configuration. Do not assume every server permits every feature; enable only what users and services need.
Ports are defaults, not security controls
IANA registers SSH on TCP port 22 and Telnet on TCP port 23. These are registered defaults, not requirements: an administrator can configure a service to listen elsewhere. Changing a port does not encrypt traffic, authenticate users, or replace firewall rules and access controls. Treat the protocol’s protections and the network’s access policy as separate decisions.

When Telnet may still be necessary
A legacy device or system may require Telnet for a specific management or diagnostic task. That compatibility need does not make Telnet suitable for routine administration over an untrusted network. Keep such use narrow: restrict which hosts can connect, use an isolated or otherwise controlled network, and avoid transmitting credentials or sensitive information. Plan a move to SSH or another appropriately protected management method if the device supports one; the right procedure depends on the system.

SSH security depends partly on implementation and configuration. OpenSSH evolves its defaults and routinely disables older protocols, ciphers, key types, or options when they are considered weak. As a result, an old device may fail to connect to a current client even though both use SSH; compatibility is not proof that either side should enable obsolete settings.

- Keep the SSH client’s host-key checking enabled and resolve unexpected key changes before connecting.
- Use the algorithms and authentication methods supported by your current implementation and organizational policy; avoid copying a fixed cipher list without checking the relevant version and guidance.
- If a legacy system requires an older algorithm, identify the exact compatibility need and assess the risk before making a narrowly scoped exception. Avoid weakening settings globally.
- Restrict accounts and network access independently of encryption, and disable SSH features that are not needed.
