First identify which problem you have: a controller that will not power on, one that will not pair with the headset, or controls that behave unexpectedly after connection. Valve’s documented checks cover power and pairing; game-specific input problems may instead come from the game’s controller bindings.
Check power before troubleshooting pairing

Press the Steam-logo button to turn on the controller.

If it does not turn on, check whether the tab in the battery compartment has been removed. Valve’s setup material does not specify the battery type or size.
Pair a Steam Frame controller with the headset
Valve says the controllers should pair automatically when first turned on and seen by the headset. If a controller is not showing up while the dashboard is open, use Valve’s manual pairing workflow:

On the headset dashboard, open VR Settings (the HMD icon), then go to Controllers > Pair Controllers.

On the controller, hold the Steam button and the thin top button—either View or Menu—at the same time until it beeps.

Select Pair on the headset. Repeat the procedure for the other controller if needed.
These are the steps in Valve’s Steam Frame development setup guide. If the controller does not beep or the headset still does not pair it after these steps, the public guidance cited here does not provide a further Frame-controller reset sequence.

If the controller pairs but game controls seem wrong
For VR games
A successful connection does not guarantee that a game has a Frame-specific control layout. Valve says SteamVR uses a Frame Controller binding by default. If one is unavailable, SteamVR looks for a generic OpenXR Controller binding and then an Oculus Touch binding, remapping those to the Frame layout. A game using a fallback binding can therefore have a different control mapping from one designed for Frame controllers.
For non-VR games
When playing a non-VR game locally or over streaming, Steam Input may present the Frame controllers as a generic gamepad or as a keyboard and mouse. The result depends on the game and its configured bindings. If the headset reports the controller as paired but a particular game does not respond as expected, treat that as a possible game or Steam Input binding issue rather than assuming pairing failed.

Valve’s Steam Frame Controllers documentation describes controller capabilities and compatibility, including input and tracking behavior; it does not establish a specific repair for an individual unresponsive button.

If the power check and documented pairing steps do not resolve the problem—or a controller still has dead buttons—contact Steam Support for help diagnosing the device. Valve’s public Frame material cited here does not provide a complete fault tree for persistent pairing failure, button faults, or hardware diagnosis. Do not apply reset instructions for an Index controller or the separate Steam Controller (2026): those are different products with different procedures. SteamOS recovery instructions cover system recovery, not a first-line fix for an isolated controller pairing or button problem.
