The design must account for water depth and bed conditions, changing water levels, wind and waves. Maintenance combines regular visual checks of accessible floats and structures with specialist inspection of submerged lines, connections and anchors.
How floating solar panels are anchored
Solar modules are mounted on interconnected floating structures, often arranged as a floating island. Mooring lines connect the array to anchors, restraining its movement while allowing for conditions such as changing water levels. The system distributes wind and wave loads and helps prevent the array from drifting away or moving into the bank. The World Bank handbook warns that “The failure of the mooring and anchoring system can have a catastrophic impact.”
There is no universal anchor type or layout that suits every floating solar installation. Engineers select and configure the system for the site and the array’s design.
- Water conditions: water depth, waterbed type and the range of water-level variation affect anchor placement and mooring arrangement.
- Weather exposure: wind and waves influence the loads the system must withstand.
- Materials and exposure: ropes, cables or chains face different corrosion, ultraviolet, abrasion and fatigue risks.
- Anchor location: shore-based anchors and submerged anchors have different access and inspection needs.
DNV’s DNV-ST-E309, Edition 2026-04, addresses station-keeping design. DNV says the standard does not cover installation, inspection, maintenance, operation or decommissioning; its page points to DNV-RP-0584 for those matters. The as-installed system and project engineering should guide inspection and maintenance—not a generic anchor kit.

How floating solar panels are maintained
Maintenance checks the floats and support structure as well as the mooring lines, connections and anchors. The 2019 World Bank, ESMAP and SERIS handbook gives the following preventive-maintenance frequencies. They are published recommendations, not universal requirements: the project’s design, site risk, manufacturer instructions, inspection findings and applicable regulations should determine the actual plan.

These intervals come from the handbook’s preventive plans. DNV describes risk-based operations and maintenance planning and inspection of mooring components, including the use of divers or remotely operated vehicles (ROVs). Surface-near components may be checked visually from the floating platform; underwater inspection generally requires qualified professionals and suitable equipment.

What to look for during inspections
- Floats and structure: changes in buoyancy, cracks or other surface damage, unusual panel slope or mounting irregularity, loose fasteners, aquatic growth, rust and corrosion. Check metal frames, mounting structures, fasteners and cable clips for degradation.
- Lines and contact points: corrosion, marine growth or fouling, broken wires, loose strands, frayed crimps, abrasion and chafing where lines touch each other or the structure. A significant reduction in line diameter also needs attention.
- Connections and anchors: inspect accessible shackles, chains, cables and anchor connections. Where shore anchors are used, look for displacement, bending or uplift. Submerged components require specialist underwater inspection.
- After severe weather: DNV’s recommended-practice material advises inspecting electrical components in line with equipment manuals. This is electrical guidance, not a mooring-inspection interval.
Record defects and refer damaged or reduced mooring lines to qualified designers for assessment rather than attempting an informal patch. Any repair or adjustment should be consistent with the engineered, as-installed system.

Use qualified personnel for underwater work. The World Bank handbook describes professional divers and specialized tools for submerged components. DNV also identifies divers or ROVs as options for mooring inspection within risk-based O&M planning. A surface walk-around cannot establish the condition or tension of submerged lines and anchors.

The World Bank, ESMAP and SERIS handbook, Where Sun Meets Water: Floating Solar Handbook for Practitioners, was published on October 28, 2019. It notes that its recommendations draw on the limited operating experience available at that time, so its schedule is a reference for planning rather than a substitute for current project-specific requirements.
