Use one ZIP when people are likely to want a related set of files together; keep separate links when they may want only selected files or need direct access to each item. If users should save files into a folder they choose, a directory picker is another option—but browser support and permission requirements make it unsuitable as the only route.
Choose the download format around what users need

When deciding, weigh the number of actions, whether users need selected files or the whole set, whether folder structure matters, the likely archive and transfer size, and which browsers your audience uses. The documentation does not establish a universal file-count or archive-size threshold at which ZIP becomes preferable.
What browsers let a website control
The link’s download attribute is a hint
An anchor’s download attribute can suggest that a linked resource be downloaded and can suggest a filename. Its normal effect is limited to same-origin URLs and blob: or data: URLs; do not rely on it alone to control cross-origin downloads. Browser settings and other factors can affect the result, so a site cannot promise identical prompts or saving behavior everywhere. See MDN’s HTML anchor reference.
Response headers can identify an attachment
The HTTP Content-Disposition response header can indicate that a response should be handled as an attachment and provide filename information. When both filename and filename* are present and understood, filename* is preferred; filename encoding behavior varies by browser. See MDN’s Content-Disposition reference.

When to offer a folder-picker workflow
showDirectoryPicker() lets a user choose a directory in supported browsers. It has limited availability, requires a secure context in supporting browsers, and must be called following a user gesture. Because some browsers do not support it, provide a conventional alternative such as separate file links or a ZIP. The MDN method reference and File System API overview describe these constraints.
The related showSaveFilePicker() workflow is also limited in availability and requires a secure context and user activation. Consult the MDN save-file picker reference if you are considering it.

Make the choice dependable
- Use a ZIP when the main task is obtaining a complete related bundle in one action; use separate links when selective access matters more.
- Treat
downloadas a suggestion for applicable URLs, not a guarantee of a uniform save dialog or outcome. - Offer a fallback if you use a directory picker, and invoke the picker in response to user interaction.
- Test the finished flow in browser versions and settings relevant to your audience; the browser APIs do not establish one universal download behavior.
