A more capable AI system might not need to put every skill inside one larger neural model. A modular cognitive architecture would divide work among a neural core and specialized components—such as memory, rules, tools, databases, algorithms, or hardware—then coordinate them as one system. Whether that arrangement outperforms a neural-only system is an open experimental question, not an established result.

What a modular cognitive architecture proposes

The proposal asks how much of a system’s capability needs to reside in learned model parameters, and how much could come from other computational components. Rather than treating model size as the only design choice, it treats the complete system as the unit to design and evaluate.

In Beyond Bigger Models: Toward a Modular Cognitive Architecture, posted on DEV Community on September 22, 2026, the authors frame this as a design space, not a fixed blueprint. Different applications could combine neural computation with explicit memory, rules, tools, databases, algorithms, or specialized hardware in different ways.

The intended division of work is a set of hypotheses. A calculator or program might handle exact arithmetic; a stable procedure might be represented as a rule; a database or explicit memory might hold precise structured information; and a neural core might handle novel or ambiguous situations. These are candidate allocations to test, not universal rules about which component is best for a task.

How work might be divided among components

Component Possible role Question to test
Neural core Handle flexible, novel, or ambiguous inputs. Does it improve task success on cases that specialized components cannot handle?
Explicit memory or database Store or retrieve precise, structured information. Does retrieval provide the needed information reliably, and at what access cost?
Rules Apply a defined procedure where its assumptions hold. Can the rule be validated, monitored for drift, and revised when it no longer fits?
Tools or algorithms Execute operations such as exact calculation or other deterministic procedures. Does invoking the tool improve accuracy enough to justify execution and coordination costs?
Hardware or accelerators Run selected work on a suitable computational substrate. Do communication, energy, latency, and hardware constraints favor this placement?

The architectural choice is not simply whether to add modules. It is whether each component has a clear responsibility, whether the system can route work to it appropriately, and whether the total arrangement performs better on the workload that matters.

Exception-driven reasoning and changing rules

The article proposes exception-driven reasoning: use a deterministic component when a case falls within its assumptions, and turn to neural reasoning when an exception exceeds those assumptions. This could make a system’s behavior more explicit for routine cases while retaining flexible reasoning for less predictable ones. The proposal does not establish that this routing strategy improves results.

It also introduces two related ideas for managing rules over time:

  • Cognitive compilation: repeated reasoning could be turned into a rule after the rule has been validated.
  • Cognitive decompilation: a rule could be reopened for reconsideration after failure, environmental change, drift, or conflict.

This suggests a lifecycle rather than a one-way conversion from reasoning to fixed rules. A practical system would need ways to validate a new rule, detect when its assumptions no longer hold, and govern changes to it. The article presents these as proposed concepts; it reports no validation results for them.

Why communication and validation belong in the cost

A specialized component does not make a system efficient just because it reduces work inside the neural model. Information has to move between components, and tool calls, memory access, validation, and coordination can add overhead. The proposal calls attention to cognitive locality: components may communicate through local or shared memory, on-chip links, accelerators, or external networks, with potentially different costs.

The article sketches a conceptual total-cost framework that includes neural computation, memory, rules, tools, communication, and validation. It is a way to account for the parts of the system, not a measured equation or a source of cost estimates. A modular system could lose any savings from specialized computation if moving information or checking results costs too much.

How to test the architecture fairly

The proposal calls for comparisons between neural-only and modular configurations on comparable tasks. To make the result meaningful, both systems should be assessed against the same workload and required performance, with the modular system’s component and coordination costs included rather than counted separately or ignored.

  • Capability: task success and the ability to handle exceptions.
  • Total system cost: the cost of neural inference plus memory, rule, tool, communication, and validation work.
  • Latency and energy: measured per task, not inferred from model size alone.
  • Reliability and robustness: behavior when assumptions fail, conditions drift, or components conflict.
  • Communication and validation overhead: the work required to pass information among components and check their outputs or rules.
  • Adaptation and safety: how well the system responds to change, and whether its decisions and updates can be governed.

These are proposed measures, not reported benchmark findings. The article provides no comparative measurements showing that modular cognition is cheaper, faster, safer, or more capable than a larger monolithic model. Its central claim remains a question for experiments.

Why Edge AI is a useful proposed test setting

Edge AI is one suggested environment for testing the idea because a device may face limits on compute, memory, energy, thermal capacity, latency, connectivity, and hardware cost. Those constraints make it useful to ask whether assigning some work to specialized components improves whole-system outcomes.

That motivation is not evidence of success on edge hardware: the article reports no edge benchmark results. Any evaluation would need to measure the complete system under specified device and workload conditions, including communication and validation overhead.

What the proposal does—and does not—establish

The contribution is a research program for asking what an intelligent system should be made of. Its useful shift is from asking only how large a model should be to asking how computation should be distributed, what each component contributes, and what it costs to connect them.

The article also raises the possibility that AI systems could help search for, construct, test, and refine successor architectures. That is a speculative research question, not a demonstrated capability or an imminent result. For now, the proposal is best treated as a set of testable architectural ideas whose value depends on measured system-level performance.
