Secure by default means an enterprise product arrives with important protections already enabled or required, so an organization does not have to hunt for obscure settings or pay extra to reach a reasonable security baseline. It is part of secure by design: manufacturers build protections into the product and its lifecycle, rather than leaving customers to bolt them on after deployment. CISA and international partners put the principle plainly: “A secure configuration should be the default baseline.”

What secure by default means for an enterprise

A default is the state a product uses unless someone changes it. A secure default makes a protective state the starting point: for example, requiring stronger authentication for privileged access instead of leaving an administrator account protected only by a password. CISA and international partners also argue that “the complexity of security configuration should not be a customer problem.” The manufacturer should take ownership of common security outcomes by assessing prevalent threats, designing protections into products, and making a secure configuration the default. This is a baseline, not a promise that a product is risk-free or suitable for every organization. Enterprises still need to decide whether a service fits their operational, risk, and regulatory needs, and to manage the environment in which it runs.

Why defaults matter across modern enterprise systems

Enterprise technology is rarely a single product on a single network. NIST describes a landscape shaped by multiple cloud services, geographically distributed IT, and microservices; its security approaches span applications, endpoints, zero-trust network access (ZTNA), and secure access service edge (SASE). A weak initial configuration in one service can therefore become part of a wider identity, application, or network exposure. Which protections should be in place from day one?

CISA’s and international partners’ guidance points to practical baseline expectations for enterprise products. Use these when reviewing software, cloud services, identity platforms, endpoints, or network products:

  • Unique credentials: Setup should establish unique credentials rather than depend on universal or shared default passwords.
  • Privileged multifactor authentication: MFA should be enabled or required for privileged users. CISA’s Secure by Design Pledge names enabling MFA by default as an example; it identifies FIDO2 and passkeys as phishing-resistant authentication forms. CISA Secure by Design Pledge
  • Standards-based single sign-on: SSO should be available in the baseline, rather than reserved for a more expensive tier when it is a basic requirement for centralized identity management.
  • Useful audit logs: Logs needed to monitor and investigate activity should be available without extra fees or avoidable setup hurdles.
  • Control over unnecessary exposure: Administrators should be able to disable unused services and control risky settings.

These are evaluation questions, not a guarantee that every product implements them in the same way. Ask a vendor to show the initial configuration, the controls available in the baseline, and any settings or logging capabilities that require extra configuration or payment.

How to deploy a secure baseline without breaking workflows

A secure baseline is a starting point for deployment, not a reason to turn every control to its strictest possible setting without testing. CISA and NSA warn that configuration changes should be prioritized by criticality, complexity, and business impact. Microsoft likewise advises testing security recommendations in the target environment: some high-security Windows settings can significantly restrict functionality.   1. Start with the vendor’s secure baseline. Identify the protections that are already enabled or required, and note which controls are optional, unavailable, or tied to another product tier.
  2. Test high-impact settings in a representative environment. Check the effect on real users, applications, integrations, and administrative processes before broad rollout.
  3. Map business dependencies. Identify where a stricter setting would disrupt a legitimate workflow, and assess whether there is a safer way to preserve that function.
  4. Document exceptions. For each deviation, record its business reason, an accountable owner, and a compensating control. Review the exception as the dependency or product configuration changes.

Testing and documented exceptions help reconcile protection with usability. The CISA/NSA advisory cautions that each added setting can increase cognitive burden, so a control’s security benefit should be considered alongside its user-experience and operational effects.

What secure defaults do not replace

Defaults reduce reliance on customers to discover and manually apply basic protections, but they do not run the security program for them. CISA and NSA identify ongoing operational measures for addressing common misconfigurations. Enterprises still need to:

  • Control who has privileged access and review that access as roles change.
  • Patch products and systems through an owned maintenance process.
  • Monitor audit data and investigate suspicious activity.
  • Manage configuration changes and exceptions rather than letting deviations become invisible permanent states.

Responsibility is shared but distinct: manufacturers should deliver products with sound protections enabled by default, while enterprises remain responsible for operating those products in their own context. How to assess a product’s default security

During procurement or a technical review, ask the vendor and deployment team:

  • Does initial setup require each administrator to establish unique credentials, or are shared defaults involved?
  • Is MFA enabled or required for privileged users, and can the organization enforce its chosen method?
  • Is standards-based SSO included in the product baseline?
  • Are useful audit logs available without extra fees, and do they need additional configuration?
  • Can administrators disable unused services and control risky settings?
  • What functionality could a stricter setting affect, and how can the organization test that impact before deployment?
  • How are exceptions assigned, documented, monitored, and revisited?

For MFA, compare phishing resistance, compatibility with the organization’s identity provider, enrollment and recovery, administrative deployment, and the ability to enforce the method for privileged users. CISA identifies FIDO2 and passkeys as phishing-resistant options; that does not establish that any particular key or implementation is compatible with every enterprise environment.

What the principle can—and cannot—tell you about risk

Secure-by-default guidance makes a clear case for improving the starting configuration and reducing unnecessary customer configuration work. It does not, by itself, establish a cross-enterprise percentage reduction in incidents. Treat it as a design and operational principle: a better baseline can remove avoidable exposure, while outcomes still depend on the product, deployment, ongoing administration, and the organization’s threat environment.
