Microsoft updated SymCrypt, its core cryptographic library, to support post-quantum cryptography (PQC). The change is an important part of preparing Windows and Azure for a future in which quantum computers could undermine some widely used encryption—but library support is not the same as every Windows user or organization having migrated to post-quantum protection.
What is Microsoft SymCrypt?
SymCrypt is Microsoft’s foundational cryptographic library. The company says it handles encryption under the hood in Windows, Azure, and many Microsoft products. Because so many services rely on cryptography through shared software components, updating a core library can support a broader transition than changing one product feature.
What did Microsoft change in its crypto library?
Microsoft’s Digital Defense Report 2025 says: “We updated SymCrypt, Microsoft’s core cryptographic library, to support new post-quantum algorithms.” The report also says Microsoft enabled PQC support in Windows and Azure Linux using SymCrypt-OpenSSL.
The available report passage does not identify the algorithms in the initial SymCrypt update or specify its initial release timing. Microsoft later named ML-KEM and ML-DSA in connection with Windows PQC APIs, but that later platform milestone should not be treated as a confirmed list of the initial library update’s algorithms.

Microsoft’s August 2025 security announcement separately described SymCrypt-OpenSSL 1.9.0 and hybrid TLS key exchange. That is a specific implementation milestone, not evidence that every SymCrypt consumer or Windows connection automatically uses post-quantum cryptography. See Microsoft’s announcement for that work.
How does SymCrypt support differ from Windows PQC APIs?
A cryptographic library provides underlying capabilities; an operating system API is an interface that software can use. The distinction matters because a library update alone does not establish that applications are calling new algorithms, that every protocol negotiates them, or that an organization has replaced its certificates and other cryptographic dependencies.

In a November 18, 2025 post, Microsoft said PQC APIs were generally available in Windows Server 2025 and Windows 11 clients. The announcement describes ML-KEM and ML-DSA support through updates to Cryptography Next Generation (CNG) libraries and certificate functions. This is a later Windows platform milestone; the post’s general-availability statement should not be read as proof that all applications have adopted the APIs or that every deployment has the same configuration.
Why prepare for post-quantum cryptography now?
Some encrypted information may remain sensitive for years. In a “harvest now, decrypt later” scenario, an attacker stores encrypted data today in the hope that future technology will make it readable. Microsoft’s Digital Defense Report 2025 describes this concern and recommends that organizations inventory keys, certificates, and protocols, then build a roadmap to replace vulnerable algorithms as standards and implementations become available.

The practical challenge extends beyond selecting a replacement algorithm. Cryptography is embedded in applications, networks, identities, certificates, hardware, stored data, code signing, and update systems. Microsoft Azure CTO Mark Russinovich put it this way: “The hardest part isn’t selecting post-quantum algorithms. It’s understanding and updating where cryptography already exists across apps, services, networks, identities, certificates, and hardware.”
How should organizations prepare?
Microsoft’s June 2026 guidance groups the transition into network cryptography, crypto-agility for stored data, and modernization of trust chains. Crypto-agility means designing systems so their cryptographic algorithms can be changed without redesigning the entire system.

- Create a living cryptographic inventory. Record where cryptography is used, including keys, certificates, protocols, applications, identities, hardware, and stored data. Identify owners and dependencies so teams can see which systems need coordinated changes.
- Prioritize by exposure and data lifetime. Start with systems handling long-lived confidential information and the highest-risk dependencies. Account for both the sensitivity of the data and how long it must remain protected.
- Reduce avoidable legacy dependencies. Microsoft recommends reducing legacy protocol use and planning upgrades where older protocols or fixed algorithm assumptions block a transition.
- Build crypto-agility into new and updated systems. Avoid designs that bind data formats, trust chains, or software to one algorithm where standards may change. Russinovich describes crypto-agility as enabling timely adoption of new cryptographic standards without redesign.
- Plan network transitions carefully. Microsoft identifies TLS 1.3 as a baseline for hybrid and post-quantum key exchange as standards mature. Validate interoperability across clients, servers, gateways, and other network dependencies rather than assuming library availability changes a connection by itself.
- Modernize trust chains as well as encryption. Include identity, certificates, code signing, key protection, and update pipelines in the roadmap; changing network encryption alone does not address those dependencies.
Microsoft’s June 30, 2026 quantum-safe guidance describes these work areas and sets a Quantum Safe Program goal to transition Microsoft products and services to PQC by 2029. That is Microsoft’s stated company goal, not a universal deadline for customers or other organizations.
