Yes—you can use GitHub Issues as a human-readable task queue and GitHub Actions to start coding CLI jobs on a schedule or when an issue changes, without running a separate orchestration server. Create issues with clear task instructions, query eligible work with GitHub CLI, and let an Actions workflow invoke the coding tool and report results.

That makes Issues a useful task tracker, not a proven substitute for a general-purpose database. GitHub’s documented issue operations do not establish transactional claims, uniqueness constraints, or exactly-once processing. If multiple runs could pick the same issue, you must design and test how work is claimed and recovered.

How the no-server workflow fits together

In this pattern, an issue is one unit of work, Actions supplies the trigger and runner, and a coding CLI performs the repository task. GitHub’s documentation covers scheduled workflows, issue-event workflows, and using GitHub CLI or the API from Actions. GitHub-hosted runners have gh installed; each step that runs it needs a suitable GH_TOKEN.

  1. Queue a task: create an issue with a specific title and a body that states the requested change and acceptance criteria. Use labels or issue types to route it.
  2. Select work: have the workflow query issues using gh issue list filters and, where useful, JSON output and jq expressions.
  3. Run the coding CLI: invoke it in the repository checkout with instructions derived from the issue.
  4. Report and update: use GitHub CLI or API operations to comment on the issue or update its state as appropriate to your design.

For example, GitHub CLI can create an issue without interactive prompts using gh issue create --title "..." --body "...". It also supports issue metadata such as labels, assignees, milestones, projects, issue types, parent issues, and blocking dependencies. Use those supported fields to make tasks visible and filterable; GitHub does not enforce your own acceptance-criteria format or state conventions.

Make issues legible to both people and scripts

Write task bodies with predictable sections

Use a consistent body structure so the agent can distinguish the requested outcome from constraints. For example:

  • Goal: the user-visible or technical change requested.
  • Acceptance criteria: observable conditions for considering the task complete.
  • Constraints: files, APIs, compatibility requirements, or approaches to avoid.
  • Validation: tests or checks the run should execute and report.

This is a convention you define, not a schema GitHub validates. Avoid placing credentials or other secrets in an issue body: issue text can be visible to repository users and may be passed into prompts or logs.

Use labels and filters as routing conventions

Choose a small, stable set of labels or issue types to identify work an automated runner may consider. Then query only those items. For instance, gh issue list --label "agent-ready" --state open can narrow the candidate set, while --json and --jq can support structured selection. The exact fields and flags available can vary with the installed GitHub CLI version, so check the gh issue list manual before depending on a particular option.

The documented default list is open issues, and the documented default fetch limit is 30. Set the state, filters, and fetch limit deliberately rather than assuming a list command returns every queued task.

Choose a trigger that matches how work arrives

Scheduled polling

A scheduled workflow periodically checks for eligible issues. This is straightforward when tasks may wait until the next run, but it also means the workflow needs a selection rule and a strategy to prevent overlapping runs from acting on the same candidate.

Issue events

An issue event can start a workflow when a task is created or changed. Use event filters and workflow conditions to avoid running on irrelevant changes, such as comments or edits that should not start coding. An event trigger does not by itself guarantee that only one run will handle an issue.

GitHub’s CLI-in-workflows guide includes examples of both scheduled automation and an issue-event workflow. For REST operations, the documented issue-creation route is POST /repos/{owner}/{repo}/issues; see the REST API issues documentation for the endpoint contract and authentication details.

Set permissions and credentials before enabling unattended runs

A workflow that reads or writes issues needs appropriate authenticated permissions. GitHub CLI steps in Actions use GH_TOKEN; REST calls also require authentication when the endpoint or operation requires it. GitHub warns that tokens should be handled like passwords. Keep them in the appropriate Actions secret or token mechanism, restrict their permissions to the required repository operations, and do not print them or place them in issue text, generated prompts, or public outputs.

  • Grant only the repository permissions the workflow needs, and review the effective permissions for each job.
  • Separate reading candidate tasks from writing comments, labels, or other results where practical.
  • Review the workflow’s triggers, runner access, network access, and allowed write operations before enabling recurring execution.
  • Inspect run logs and outputs to ensure they do not reveal credentials or sensitive task data.

GitHub’s REST documentation explains authentication and token handling at Authenticating to the REST API. A token that can update repository issues is still a credential with meaningful access; treat it accordingly.

GitHub Agentic Workflows are one documented route

For a GitHub-native agentic setup, GitHub documents workflows authored as Markdown files in .github/workflows/ with YAML frontmatter. The frontmatter configures triggers, permissions, safe outputs, and the selected engine; the Markdown body provides the agent instructions. The source workflow is compiled with gh aw compile, producing a .lock.yml file; commit both files.

The current GitHub Agentic Workflows guide lists Copilot, Anthropic Claude, OpenAI Codex, and Google Gemini as engine choices. The authentication and billing path depends on the provider and repository context. The guide describes a conditional built-in GITHUB_TOKEN path for Copilot in organization-owned repositories, subject to organization policy and copilot-requests: write. For personal repositories and third-party engines, it describes using a repository secret containing a token or API key. Check the current guide and your organization’s policy before choosing a path; product availability, prerequisites, and billing arrangements can change.

Agentic Workflows document permissions that default to read-all and safe outputs for bounded write operations, such as creating issues, comments, or pull requests. These controls are not a reason to skip review: inspect the workflow before allowing it to commit or push, and check the resulting Actions run. GitHub also recommends importing only trusted workflows and reviewing what they do. See About GitHub Agentic Workflows for current prerequisites and configuration.

Plan for duplicate runs, retries, and partial failures

Issues provide a visible record, but the documented CLI and API operations do not define an atomic job-claim protocol or an end-to-end recovery algorithm. If two scheduled or event-driven runs can overlap, both may select the same open task unless your workflow prevents that. A lock label, Actions concurrency group, or another claim convention may help, but treat it as an implementation pattern to validate—not as a transactional guarantee supplied by Issues.

Decide how to handle at least these cases before relying on unattended execution:

  • Duplicate triggers: make repeat handling deliberate and check whether an issue already has an active or completed run.
  • Retry after failure: determine whether a retry resumes, starts over, or requires a human to reset the task state.
  • Partial updates: reconcile a coding run that changed the repository but failed before updating the issue, or vice versa.
  • Stale tasks: identify issues left in an in-progress state after a runner or agent stops unexpectedly.
  • Issue creation with attachments: gh issue create can create the issue even if some file uploads fail; it may exit non-zero while printing the new issue URL. Do not interpret every non-zero exit as proof that no issue was created. Check the returned URL or search for the issue before retrying, to avoid creating a duplicate.

For workflows that need stronger guarantees around concurrent claims, consistency, or recovery, validate a separate coordination mechanism or use a database-backed worker design. GitHub’s issue documentation establishes issue tracking and API operations, not database transactions or exactly-once job execution.

When this design is a good fit

An issue queue is a sensible option when tasks benefit from repository visibility, people need to inspect or edit them, and the workflow is simple enough that you can tolerate and manage its concurrency and recovery behavior. It avoids operating a separate orchestration service for the documented GitHub workflow, while keeping tasks, labels, comments, and automation runs close to the code.

A conventional database-backed worker is worth considering when reliable atomic claims, strict uniqueness, high-volume scheduling, or more formal consistency and recovery guarantees are central requirements. The available GitHub documentation does not establish those guarantees for issue-based task selection, and it does not support a universal cost comparison between the two designs.
