Google’s Android developer verification protections took effect on September 30, 2026, but only for installations from seven participating app stores in Brazil, Indonesia, Singapore, and Thailand on certified Android devices. Google says the rules will expand globally in 2027; they are not yet a universal worldwide block. Developers distributing apps through affected routes must verify their identity and register their apps. Users can still install unregistered apps through ADB or a one-time advanced flow, though that flow adds setup and a risk acknowledgement.
Where the rules apply now
The first phase covers certified Android devices running Android 7 or later in Brazil, Indonesia, Singapore, and Thailand. It applies to installations from these seven participating stores:
- Google Play
- HONOR App Market
- OPPO App Market
- Galaxy Store
- Palm Store
- V-Appstore
- GetApps
Google says it will work with additional stores as the program expands. The current first phase does not establish that every third-party app store is covered. Google describes global expansion as planned for 2027, not as a requirement already in force everywhere. Google’s developer verification overview and its rollout update set out the scope and timeline.
What developers need to do
For distribution covered by the rollout, developers need to verify their identity and register the apps they distribute. Google characterizes verification as an identity check, not an assessment of an app’s content or source: “we will be confirming who the developer is, not reviewing the content of their app or where it came from.” That is Google’s description of the process, not an independent evaluation of its safeguards. If you publish on Google Play
Google says existing Play verification generally satisfies the identity requirement, and eligible apps are registered automatically. In a July 15, 2026 update, Google reported that 99% of Play apps had been registered automatically; developers should still check Play Console for any apps that need action. Play Console can also register apps distributed outside Play. See Google’s developer rollout update.
If you distribute outside Play
Developers can use Android Developer Console to verify and register apps distributed through participating stores or other channels. Google’s help page lists a $25 fee for a full-distribution Android Developer Console account; the page’s terms can change, so confirm the current fee and requirements when registering. Organization registration requires a D-U-N-S number. Google says applying for one through Dun & Bradstreet is free and may take up to 28 days. If you only share with a small group
Eligible students, teachers, hobbyists, and people distributing to a closed group can use a limited-distribution account. Google says it has no fee, requires no government ID, and allows an unlimited number of apps to be shared with up to 20 devices. It is a narrow option for limited sharing, not a substitute for full public distribution. Check the Android Developer Console Help for eligibility and current terms.
Managed enterprise distribution
Google says apps distributed through an organization’s store to managed devices do not need to meet these verification requirements when an IT administrator has vetted them. It recommends registering apps that might also be distributed beyond managed devices or stores. Google’s help page describes the exemption.

Does this end sideloading?
No. Google says unregistered apps can still be installed through ADB or a one-time advanced flow. In that flow, the user completes setup and acknowledges potential risks. Sideloading therefore remains possible, but the advanced route is not as frictionless as installing a registered app normally. ADB remains available for development and testing. Google’s help page puts its position plainly: “Sideloading is fundamental to Android, and it’s not going anywhere.” See the Android Developer Console FAQ and September launch update.

Google says the policy is intended to make it harder for malicious actors to hide behind anonymity and repeatedly distribute harmful apps. In a March 30, 2026 post, Matthew Forsythe, Google’s director of product management, wrote that “our recent analysis found over 90 times more malware from sideloaded sources than on Google Play.” This is Google’s reported analysis; the official materials cited here do not independently establish its methodology or validate the comparison.
