Use vSphere VM Encryption when your primary requirement is protecting virtual-machine files and virtual disks at the virtualization layer. Use guest OS encryption such as BitLocker or Linux volume encryption when the operating system must enforce volume policy and own recovery. In higher-assurance designs, use both. They solve different boundary and administration problems, so neither is universally “stronger.” Decide by identifying where data must be protected, who controls keys, and how you will recover after migration, restore, VM recreation, or a virtual TPM change.

A virtual TPM (vTPM) does not, by itself, prove that the guest volume is encrypted. VMware’s vTPM FAQ says adding a vTPM encrypts the VM’s home files; Broadcom’s licensing guidance distinguishes that behavior from encrypting the guest’s virtual disk. Treat those as separate controls.

The two controls operate at different layers

Encryption is not a single switch in a virtual infrastructure. A virtual machine can contain configuration files, firmware state, virtual TPM state, snapshots, swap files, and virtual disks. The virtualization platform can protect those files, while the guest operating system can protect filesystems and volumes after the VM has booted.

vSphere VM Encryption

vSphere VM Encryption is administered through the vSphere control plane. A configured key provider supplies or brokers keys used to protect eligible VM files and virtual disks according to the assigned encryption policy. The protected object is the virtual-machine representation in the datastore, not merely a folder inside the guest.

This boundary is useful when storage administrators, backup operators, or anyone with offline datastore access must not be able to read VM contents without the virtualization platform’s key and authorization workflow. It also gives the virtualization team a consistent policy across different guest operating systems.

Guest OS disk encryption

Guest encryption is configured inside the operating system. Windows BitLocker and Linux disk-encryption technologies can protect selected volumes, enforce guest policies, and require a recovery key or passphrase when the boot environment is no longer trusted. The guest controls which volumes are encrypted and how users or applications unlock them.

This boundary remains meaningful after a virtual disk is detached from one VM and attached to another: without the guest key, the encrypted volume should remain unreadable. It also means the guest administrators, not just the virtualization team, must operate recovery and policy.

What a vTPM does—and does not do

A vTPM is a virtual security device presented to the guest. It can support TPM-aware features such as Secure Boot measurements, Device Guard, Credential Guard, and TPM-backed BitLocker operation. Its presence does not automatically encrypt every guest volume.

VMware’s vSphere Virtual TPM (vTPM) Questions & Answers states that a TPM is “not necessarily” required for Microsoft Device Guard, Credential Guard, or BitLocker in every situation. Compliance frameworks or a particular guest configuration may still require one, so check the current documentation for the guest version and policy you operate.

When a vTPM is added, VMware documents encryption of the VM home files associated with that device. Broadcom separately explains that this does not mean the guest’s virtual disk is encrypted. A VM can therefore have encrypted vTPM-related files while an unencrypted guest volume remains readable after it is mounted elsewhere.

Question vSphere VM Encryption Guest OS disk encryption
Where is policy enforced? vSphere and virtualization administration Inside the guest operating system
What must be protected? VM files and virtual disks covered by the configured encryption policy Guest volumes selected and managed by the OS
Who normally owns keys and recovery? Key-provider operators and VM administrators Guest administrators and recovery-key custodians
What is the vTPM relationship? A vTPM is a virtual device and may cause VM home-file encryption behavior A vTPM can support TPM-backed guest features; guest disk encryption remains a guest feature
Main operational dependency Key-provider availability, permissions, backup, restore, migration, and clone compatibility Recovery-key escrow, TPM state, boot measurements, and guest recovery procedures
Best deciding question Which virtualization-layer data and administrative boundary must be protected? Which guest volumes and guest-level recovery model must be protected?

This table is a decision framework, not a compatibility promise. Confirm support for your exact vSphere release, guest version, backup product, and key provider before deployment.

When vSphere encryption is the better first control

  • Your policy covers VM files and virtual disks regardless of guest operating system.
  • Datastore media, replicas, or offline copies could be accessed by personnel outside the guest administration team.
  • You need the virtualization team to apply and audit one platform-level policy.
  • Your organization can operate the key provider, permissions, backup of key metadata, and recovery process.

When guest encryption is the better first control

  • The requirement is explicitly for encrypted guest volumes, guest-controlled policy, or a guest compliance configuration.
  • Different teams own the guest and virtualization layers and must keep recovery authority separate.
  • Volumes may be moved, restored, or attached to another VM and must remain protected by the guest key.
  • You can escrow recovery keys and test guest boot recovery without depending on one administrator.

When both are justified

Use both layers when policy calls for defense in depth or when the two layers protect different custodians. For example, vSphere encryption can reduce exposure of datastore files and backups, while BitLocker can protect a volume if a virtual disk is presented to an unauthorized guest. Document that two independent key and recovery processes now exist; adding a second layer also adds a second way to lock out the data.

Designing vSphere VM Encryption safely

Platform encryption is an operational service, not only a checkbox on a VM. Complete the following design work before assigning an encryption policy.

1. Confirm release, edition, and key-provider support

Feature availability, licensing, supported key providers, and behavior around vTPM change by vSphere release and edition. Verify the installed vCenter and ESXi versions, the required license, and whether your selected key provider is supported. Do not infer current entitlements from an older deployment guide.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Define the protected scope

List which VM files and virtual disks must be encrypted, including templates, snapshots, clones, replicas, and backup copies. Decide whether encryption is mandatory for every VM or only for classified workloads. A policy that covers production disks but leaves templates or exported copies unprotected creates an avoidable gap.

3. Assign authority and availability

Separate the people who administer vSphere from those who administer the key provider where your governance model requires it. Record which permissions are needed to encrypt, decrypt, migrate, restore, or remove a VM. Plan for key-provider outage: an encrypted VM may continue running, but operations that require key access can fail or be blocked.

4. Validate backup and restore

VMware’s vTPM FAQ directs administrators to confirm encrypted-VM and vTPM support with the backup vendor. Test a complete restore, not just a file-level backup. The test should cover the key-provider connection, restored VM registration, power-on, snapshot handling, and access by the intended operators.

5. Apply and verify the policy

  1. In the vSphere Client, select the target VM or a test VM and review its storage or VM encryption policy area; labels vary by release.
  2. Choose the approved encryption policy and key-provider configuration, then read the resulting task details before confirming.
  3. Verify that the VM’s configuration and virtual disks show the expected encrypted state. Check templates, snapshots, clones, and backup jobs separately.
  4. Record the VM identifier, policy, key-provider reference, responsible team, and recovery test date in your configuration system.

Use a non-production VM first. A successful task does not prove that every downstream copy is encrypted; verify each workflow that creates or exports VM data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Deploying guest OS disk encryption

Guest encryption has a different sequence because the guest owns the keys and boot trust.

Windows BitLocker in a virtual machine

  1. Confirm that the Windows edition, VM firmware mode, virtual hardware version, Secure Boot state, and vTPM configuration meet the requirements for your chosen BitLocker policy.
  2. Escrow the recovery key in an access-controlled directory or service before enforcing encryption. Test that an authorized recovery operator can retrieve it without granting routine access to the plaintext volume.
  3. Enable BitLocker for the required operating-system and data volumes using your organization’s Windows management process. Decide whether startup authentication is TPM-only, TPM plus PIN, or another approved method.
  4. Reboot a test VM and verify normal startup, recovery-key retrieval, and access to encrypted data after a planned shutdown.
  5. Document how the team will handle VM recreation, vTPM replacement, firmware changes, snapshot rollback, and restore. These events can alter the measured boot state.

Broadcom’s guidance for the Windows 11 and Windows Server scenario warns that recreating a VM or resetting its vTPM can produce a BitLocker recovery prompt. Have the recovery key available before making either change.

Linux guest encryption

  1. Choose the Linux distribution’s supported disk-encryption mechanism and determine whether the boot volume, data volumes, or both require protection.
  2. Decide whether unlocking uses a passphrase, a network-bound mechanism, a TPM-backed policy, or a combination. Keep an emergency unlock method under controlled custody.
  3. Record the volume layout, key slots, bootloader configuration, and recovery procedure before changing TPM or firmware settings.
  4. Test reboot, restore, disk attachment to a replacement VM, and recovery after a measured-boot change on the exact distribution and kernel versions you run.

Do not assume that a Linux volume sealed to TPM PCR values will behave like BitLocker. Follow the distribution’s current documentation and Broadcom’s guidance for the specific platform update.

Recovery, migration, and update hazards

Encryption failures are usually access failures rather than cryptographic failures. Model every lifecycle event that can change the VM, its vTPM, or its measured boot state.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

VM recreation and vTPM reset

A recreated VM may have different identifiers, firmware state, or virtual TPM state. Broadcom warns that BitLocker can enter recovery after these operations. Save and test the recovery key before the change, and require a change record that names the person authorized to retrieve it.

TPM PCR-bound encryption

Guest encryption sealed to specific TPM platform-configuration registers (PCRs) can react to firmware, bootloader, hypervisor, or key updates. Broadcom’s guidance for vTPM-enabled VMs says preparation may include taking a VM snapshot and saving the BitLocker recovery key, or temporarily disabling TPM-sealed encryption, before an applicable key update. The exact procedure depends on the update and guest OS; follow the current Broadcom KB and guest documentation rather than copying a generic sequence.

Snapshots, clones, and templates

A snapshot is not a recovery-key escrow system. Establish whether your backup product supports encrypted VMs and vTPM state, whether clones inherit encryption and TPM identity, and whether templates are sanitized before distribution. A clone that boots with a copied TPM identity can create both security and support problems.

Host, datastore, and key-provider loss

Test a host failure, datastore restore, and temporary key-provider outage. Define which workloads may continue running, which administrative actions are blocked, and how keys are recovered if the original key-provider appliance or service is unavailable. Keep key-provider backups and access procedures under a separate, tested control.

  • Administration: vSphere encryption centralizes policy; guest encryption distributes policy across operating-system teams.
  • Key custody: platform encryption depends on the key-provider operators; guest encryption depends on recovery-key custodians. Combining them requires both groups to remain available.
  • Portability: a guest-encrypted volume carries its protection with the guest data, but TPM-sealed boot may require re-enrollment after a move. Platform-encrypted files require a compatible vSphere and key-provider path at the destination.
  • Backup: encrypted-VM and vTPM support must be verified with the backup vendor. Guest recovery keys must be backed up independently of the VM image.
  • Compliance evidence: platform logs can demonstrate vSphere policy assignment, while guest management records must demonstrate volume coverage and recovery-key escrow.
  • Failure mode: losing platform key access can block VM operations; losing a guest recovery key can block a volume even when the VM itself is healthy.

Requirements for the Windows 11 and Windows Server scenario

For the Windows 11/Windows Server case documented by Broadcom, the listed prerequisites include vCenter 7.0 Update 2 or later, ESXi 6.7 or later, VM hardware version 14 or later, UEFI, Secure Boot, and an appropriately configured Native Key Provider. These are scenario-specific prerequisites, not a blanket requirement for every guest OS or every release. Verify the support matrix for your deployed versions before relying on them.

Decision examples

Example: protecting datastore media from infrastructure administrators

If the principal concern is that a copied VMDK, snapshot, or datastore backup could be read outside the running VM, begin with vSphere VM Encryption and validate the key-provider and backup design. Add guest encryption if the same data must remain protected when its virtual disk is moved into another guest context.

Example: a guest team owns its own recovery process

If a Windows team must enforce BitLocker policy, manage PIN requirements, and answer recovery calls without handing those duties to virtualization administrators, use guest encryption with controlled key escrow. A vTPM may support the desired Windows posture, but it does not replace BitLocker volume coverage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Example: regulated workload with two administrative boundaries

Use both layers only after documenting the two key owners, backup support, migration procedure, and emergency access. Schedule a recovery exercise that proves each team can perform its part without silently bypassing the other layer.

Implementation checklist

  • State the threat, protected data, and administrative boundary in one sentence.
  • Identify every VM file, virtual disk, snapshot, template, replica, and backup copy in scope.
  • Verify vSphere release, edition, guest version, VM hardware, firmware, Secure Boot, and key-provider support.
  • Assign key ownership, least-privilege permissions, and an emergency access process.
  • Escrow guest recovery keys before enabling or changing TPM-backed encryption.
  • Confirm backup-vendor support for encrypted VMs and vTPM state.
  • Test migration, clone, restore, VM recreation, vTPM reset, and relevant key or firmware updates.
  • Record the exact recovery steps and test them with the people who will perform them during an incident.

Bottom line

Choose vSphere VM Encryption for virtualization-layer protection of VM files and virtual disks, guest OS encryption for guest-controlled volume protection, and both when distinct boundaries justify the additional recovery complexity. Treat vTPM as an enabling security device—not as proof that a guest volume is encrypted. The defensible choice is the one whose keys, permissions, backups, migrations, and recovery prompts your organization can operate and test.
