Size fuel-cell-plant switchgear from a complete load-flow, short-circuit, protection-coordination and utility-interconnection study—not from the stack nameplate alone. Define every operating mode, calculate the highest continuous current on each bus, model the utility, transformers, motors and inverter-limited fault contribution, then specify voltage, insulation, interrupting, short-time, making, environmental and protection ratings for the actual installation.
What switchgear must do in a fuel-cell plant
A fuel-cell plant normally combines DC fuel-cell stacks, DC-DC converters, DC-AC inverters, an output transformer, medium-voltage buses, auxiliary services and a utility point of common coupling (PCC). The switchgear must carry normal load, isolate faults, withstand mechanical and thermal stresses, coordinate with relays and utility equipment, and safely change between grid-parallel and islanded states when those functions are permitted.
The main breaker therefore has no single correct ampere or kAIC value before the electrical studies are complete. A plant with the same megawatt rating can require different equipment because transformer impedance, bus arrangement, utility fault level, inverter controls, ambient conditions and future expansion change the duties.
Begin with the topology and operating cases
Prepare a current single-line diagram and list the equipment connected to every bus. At minimum, identify:

- Grid-parallel, islanded, shutdown, startup, black-start and emergency-trip states.
Analyze each credible switching state. A bus tie that is open during normal operation may be closed for maintenance or transfer; a breaker that is normally open may become a fault source during a contingency. Record whether utility parallel operation, intentional islanding, automatic transfer, synchronizing or reclose is allowed by the interconnection agreement.
Why inverter behavior changes the study
Fuel-cell plants do not behave like conventional synchronous-generator plants. The power path includes controlled semiconductor converters, and the inverter may limit current, change its response by control mode, or disconnect the DC link rapidly. Obtain the manufacturer’s fault-current envelope: peak current, RMS current, duration, phase relationship, control-mode dependence and clearing behavior. Do not substitute a generator subtransient reactance for those data.
Calculate continuous current for every bus and feeder
For each switchgear section, calculate the maximum current that can flow continuously in each operating case. For three-phase AC equipment use the study voltage and apparent power:
I = S / (√3 × V)
where S is apparent power in volt-amperes and V is line-to-line RMS voltage. If only real power is known, include the expected power factor and reactive-power flow before calculating S. For a feeder serving several converters or auxiliaries, use the maximum credible coincidence, not an average production value.

Include converter harmonics, transformer losses, motor starting or restart duty, capacitor charging, cooling-system overload, low-voltage conditions and any contractual export limit. Apply the equipment manufacturer’s ambient, altitude and enclosure derating. The selected continuous-current rating must be at least the highest derated operating current, with engineering margin for credible overload and future capacity.
Continuous-load basis
As a typical low-voltage design basis, IEEE draft guidance describes 100% of noncontinuous load plus 125% of continuous load, with design margin. Treat this as a design starting point, not a universal fuel-cell rule: the adopted electrical code, utility requirements, equipment listing and the engineer’s load schedule control the final value.
Separate the ratings of the main bus, main breaker, feeder breakers, bus ties and neutral or grounding equipment. A large plant main breaker does not make an undersized converter feeder acceptable. Check conductor ampacity, terminal temperature, bus bracing and heat dissipation at the same time.

- Utility contribution at the PCC, using the utility’s stated maximum and minimum fault levels.
- Transformer impedance, tap position and grounding method.
- Fuel-cell inverter contribution using vendor data for each control mode.
- Motors that can feed a fault briefly, including large compressors and pumps.
- Capacitor-discharge contribution where power-factor-correction or DC-link capacitors can contribute.
- Parallel transformers, closed bus ties and standby sources.
- Open-tie, isolated-bus and islanded configurations.
- Breaker opening times, relay delays and the fault-current decay during clearing.
Use the highest calculated asymmetrical and symmetrical duties applicable to the equipment ratings, and document the fault location, source status and clearing time for every case. The minimum-fault cases are equally important for relay pickup, ground-fault sensitivity and dependable island protection.
Do fuel-cell inverters contribute fault current?
Yes, but usually in a controlled and limited way rather than like a synchronous generator. The magnitude and duration depend on firmware, current limits, grid-support functions, voltage at the terminals and the converter’s protection sequence. Some controls provide a brief current pulse; others limit current close to rated output or block rapidly after detecting a DC-link or AC fault. The only defensible value is the manufacturer’s certified envelope for the exact converter and software configuration.
Select voltage and insulation ratings
Choose equipment whose maximum system voltage is at least the highest voltage that can occur on the bus, including transformer tap conditions and abnormal operating limits. Specify the nominal class separately from the equipment’s maximum rated voltage, power-frequency withstand, lightning-impulse or other applicable dielectric levels, and clearances.

IEEE C37.016-2018 covers AC high-voltage circuit switchers for outdoor installation at 50 or 60 Hz and voltage ratings from 15.5 kV through 245 kV. Its rating structure addresses continuous current, dielectric withstand, primary-bus and transformer-limited fault breaking, short-circuit making current and transient-recovery voltage. It is not a substitute for the local code or the complete study.

For low-voltage sections, use the applicable product standard and the adopted electrical code. Do not apply a medium-voltage circuit-switcher standard to a low-voltage assembly simply because both are called switchgear.
Specify interrupting, withstand and making duties
The breaker interrupting rating must equal or exceed the maximum available AC fault current at its installation point, with the applicable voltage, frequency, asymmetry and test basis. Also specify and verify:
- Short-time withstand current: the RMS current the bus and closed breaker can withstand for the specified duration, commonly tied to relay clearing and breaker-failure timing.
- Peak withstand or making current: the first-cycle peak the closed equipment can withstand and the breaker can close onto.
- Interrupting duty: the current the interrupting device can safely clear at the actual system voltage and transient-recovery-voltage conditions.
- Transformer-limited duty: fault current on the transformer secondary or primary after impedance limitation, including alternate transformer configurations.
- Transient recovery voltage: the voltage appearing across interrupting contacts after current interruption.
- Ground-fault duty: available zero-sequence current and the grounding resistor, transformer or solidly grounded system behavior.
For a circuit switcher, confirm that its published duty matches the actual application. A device suitable for transformer switching may not be suitable for primary-bus fault interruption. The IEEE C37.016 categories distinguish these duties.

The output isolation transformer is normally used to protect fuel-cell systems from utility-induced faults, as described in the U.S. Department of Energy Fuel Cell Handbook. Its impedance limits some fault current and its connection determines zero-sequence current, ground-fault paths and relay sensitivity. Obtain guaranteed impedance, tolerance, inrush characteristics, winding connection, grounding and withstand data from the transformer supplier.

Coordinate the transformer primary and secondary devices with converter protection. A converter may disconnect its DC link before an AC breaker opens, changing the current seen by the relay. Conversely, a utility fault can produce voltage distortion or transformer stress before the inverter trips. Model both sequences and verify that the switchgear can interrupt the remaining current after converter blocking.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Design protection and coordination
Protection must clear faults selectively while keeping healthy fuel-cell blocks and essential auxiliaries energized. A typical scheme may include the following functions, subject to the final study and utility rules:
- Feeder phase and ground overcurrent.
- Transformer differential, restricted-earth-fault or other transformer protection appropriate to the connection.
- Bus differential protection for important medium-voltage buses.
- Breaker-failure protection that trips upstream and alternate sources if a breaker does not clear.
- Under/overvoltage and under/overfrequency protection.
- Anti-islanding and utility interconnection functions.
- Synchronism check or permissive interlocks before closing onto an energized bus.
- Transfer and reclose blocking during an intentional island or an abnormal utility condition.
- Arc-flash detection or high-speed bus protection where the risk assessment justifies it.
IEEE C37.234-2021 provides application guidance for bus protection, including CT and breaker locations, disconnect switches and breaker-failure protection. IEEE C37.91-2021 addresses transformer protection, CT behavior, fault clearing and re-energization. Use those guides with the adopted protection standard and the utility’s approved relay functions.
Protection-coordination workflow
- Model maximum and minimum fault cases, including islanded and grid-parallel states.
- Choose CT ratios, accuracy classes, knee-point requirements and burden so relays remain dependable for the highest through-fault and sensitive ground-fault cases.
- Set feeder pickups above legitimate inrush, converter transients and motor starting, but below the minimum fault current that must be cleared.
- Grade feeder, transformer, bus and utility devices for selectivity using actual breaker clearing curves and relay tolerances.
- Check breaker-failure timers against breaker travel, arc duration, CT saturation risk and upstream device clearing time.
- Verify anti-islanding, synchronism, transfer and reclose logic through control-system simulations and witnessed functional tests.
Choose a switchgear arrangement
The topology affects reliability, maintenance and fault exposure as much as the nameplate ratings. Compare alternatives against the same load-flow, fault and coordination results.
| Decision | When it can fit | Important checks |
|---|---|---|
| Metal-enclosed vs. metal-clad | Metal-clad construction can provide segregated compartments and maintainability for higher-duty medium-voltage applications; metal-enclosed equipment may suit simpler or lower-duty installations. | Internal-arc classification, accessibility, breaker withdrawal, compartment barriers, bus bracing and utility acceptance. |
| Air-insulated vs. alternative insulation | Air-insulated gear is familiar and serviceable; gas-insulated or other compact systems may reduce footprint where environmental and service requirements permit. | Voltage class, insulation coordination, leak or pressure management, environmental rules, maintenance capability and lifecycle cost. |
| Single bus vs. main-tie-main | A single bus is simpler and less expensive; main-tie-main can maintain part-load service during a bus or source outage. | Fault levels with the tie closed, transfer logic, interlocking, synchronism, bus protection and maintenance states. |
| Breaker vs. circuit switcher | A circuit switcher may suit specific transformer or feeder duties; a circuit breaker is required when the calculated interrupting and reclosing duties demand it. | Application-specific interrupting, making, TRV, fault-clearing time and utility requirements. |
| Grid-parallel vs. island-capable controls | Grid-parallel operation can use the utility as a reference; island capability requires intentional-islanding, voltage/frequency control and black-start coordination. | Protection settings by mode, load shedding, synchronizing, reclose blocking, control-power ride-through and testing. |
Check environmental, construction and safety requirements
Specify the actual installation environment rather than accepting a generic indoor or outdoor label. Verify:
- Enclosure type, ingress protection and internal-arc classification required by the jurisdiction and risk assessment.
- Ambient temperature, altitude, humidity, condensation, pollution, salt or chemical corrosion and solar loading.
- Seismic, wind and floor-loading requirements, including anchorage and shipping splits.
- Cable-termination space, bending radius, heat dissipation and access for testing.
- Control-power source, battery autonomy and ride-through during a station blackout or voltage dip.
- Arc-flash boundaries, labels, remote racking or switching and safe isolation procedures.
- Spare ways, future feeder positions, bus extensions and communications ports.
Require type-test evidence for the intended assembly and configuration, not merely a certificate for a similar product family. Confirm that the tested bus arrangement, breaker type, compartment layout, CTs, relays and internal-arc doors match the procurement design.
Prepare the procurement specification
Give bidders a controlled data package containing:
- Single-line diagrams showing every source, transformer, bus section, tie, grounding point and operating state.
- A ratings schedule for each bus, breaker, feeder, transformer and grounding component.
- Load-flow results, power factor, harmonics, continuous-current cases and derating assumptions.
- Short-circuit cases with maximum and minimum current, source contributions, X/R assumptions and clearing times.
- Protection philosophy, relay functions, preliminary settings, CT ratios/classes and coordination curves.
- Interlocks for disconnects, ties, synchronism, transfer and utility reclose blocking.
- Control schematics, communications protocols, time synchronization, event recording and cybersecurity requirements.
- Environmental, seismic, internal-arc, cable-entry and maintainability requirements.
- Routine, type, factory-acceptance and site-acceptance tests, including utility witness tests where required.
- Approved deviations, spare parts, training, documentation and future-expansion provisions.

Common sizing mistakes and corrections
- Choosing the main breaker from megawatts alone: convert maximum apparent power at the actual bus voltage, then apply power factor, harmonics, derating and margin.
- Using a generator kAIC rule: obtain the inverter’s current envelope and model utility, transformer and motor contributions separately.
- Checking only the normal grid-parallel state: study islanded, tie-closed, startup, black-start and maintenance configurations.
- Ignoring transformer impedance and grounding: include impedance tolerance, inrush, zero-sequence paths and utility-induced faults.
- Rating only interrupting current: verify short-time withstand, peak making, TRV, bus bracing and breaker-failure clearing time.
- Assuming a standard certificate covers any lineup: require type-test evidence for the exact assembly and internal-arc configuration.
- Leaving controls until the end: define anti-islanding, synchronism, transfer, reclose blocking and control-power ride-through before finalizing breakers and relays.
- Applying a small-system fuel-cell standard to medium voltage: IEC 62282-3-202:2025 is limited to systems below 10 kW per unit and AC output not exceeding 240 V.
What cannot be stated without the project study
There is no universal fuel-cell-plant switchgear ampacity, kAIC value or cost. Those values depend on the plant’s voltage, topology, transformer impedances, utility fault level, converter controls, auxiliary load and operating modes. The defensible answer for a particular project is the ratings schedule issued from the signed load-flow, short-circuit, coordination and interconnection studies, with vendor data and local approval conditions attached.
