Organize a video game exhibition as a small public program, not as a pile of consoles. Start by defining the audience, purpose, and measurable learning goals; choose a focused theme and a number of stations your room and staff can supervise; secure copyright and loan permissions; then design for accessibility, safe circulation, reliable equipment, age-appropriate content, and documented incident response.
Before opening, have a written policy that assigns approvals and duties, explains conduct and access, states whether the exhibition represents the host institution, and records permissions for every game, image, recording, and loaned object. Evaluate attendance, participation, learning, access requests, equipment failures, and incidents against the objectives you set at the start.
1. Define the purpose, audience, and scope
Write a one-sentence purpose before choosing a game. For example: “Show how local players, designers, and technologies shaped games,” or “Use cooperative games to teach problem-solving and accessibility.” That sentence should determine the theme, labels, activities, and evaluation questions.
Choose the primary audience
Specify whether the main visitors are children, teenagers, families, educators, older adults, specialist players, or the general public. Estimate attendance, opening hours, and whether visitors will only view material, play games, attend demonstrations, or join scheduled workshops. A family drop-in event requires different staffing and content controls from a quiet, display-led history exhibition.

Set measurable outcomes
Use two to four outcomes that can be checked. Examples include identifying three design changes across decades, explaining how a local studio affected the community, completing a cooperative challenge, or finding an accessibility feature and describing its purpose. Ontario museum guidance emphasizes audience research, community input, clear objectives, communication, learning, safe display, and evaluation.
Limit the physical scope
Match the number of stations to floor area, electrical capacity, network policy, storage, and available supervisors. Four to eight well-supported stations are usually easier to reset and monitor than a large arcade. Decide whether the exhibition is chronological, organized by genre or technology, focused on local history, or built around a question such as representation, preservation, or accessibility.
2. Choose an exhibition format deliberately
There is no universally best format. Decide what you are optimizing for: interaction, historical context, preservation, throughput, simplicity, or community relevance.

|---|---|---|
| Hands-on arcade | High participation and memorable demonstrations | Requires supervision, cleaning, resets, spare equipment, and queue management |
| Display-led history | Lower technical risk, steady visitor flow, and better protection for fragile objects | Less play and fewer opportunities to demonstrate controls or mechanics |
| Single platform | Simpler setup, adapters, accounts, and troubleshooting | Narrower historical coverage and less variety for visitors |
| Multi-platform | Broader coverage of eras, genres, and input methods | More controllers, cables, displays, updates, and licensing questions |
| Drop-in access | Open participation and flexible attendance | Unpredictable demand and a greater need for active monitoring |
| Booked sessions | Predictable supervision and time for teaching | Requires registration and can exclude visitors who arrive without a booking |
| Original artifacts | Authenticity and stronger historical impact | Higher insurance, conservation, security, and handling requirements |
| Reproductions or working copies | Safer handling and easier replacement | Less physical authenticity and possible reproduction permissions |
3. Build a project team and written agreement
Name one person who can make day-to-day decisions and record them. At minimum, assign these roles:
- Institutional project lead: approves scope, schedule, communications, and cancellation decisions.
- Subject-matter curator: researches games, artifacts, labels, historical context, and community relevance.
- Technical lead: tests hardware, updates, controllers, accounts, network needs, and resets.
- Accessibility lead: reviews routes, controls, labels, audio, seating, and visitor communications.
- Operations and safeguarding lead: manages staffing, conduct, incidents, first-aid contacts, and emergency procedures.
Invite local players, educators, disability advocates, and community historians to review the plan. A written loan or exhibition agreement should state responsibilities, dates, storage, insurance, installation, takedown, photography, repairs, and incident reporting. Georgetown University Library’s community-gallery guidance requires coordinated installation and removal and proof of permission before installation; use the same discipline even when the display is informal.
Approve the institutional status
Decide whether the exhibition is produced by the library, school, or community center, sponsored by a community group, or hosted as a partnership. Record who approves content, who may remove a station, how objections are handled, and which communications policy applies. Libraries should use content-neutral, clearly defined, equally applied rules and explain that an exhibit does not necessarily represent the library’s viewpoint. Schools and community centers should align the project with their own safeguarding, room-use, and communications policies.
4. Select games, artifacts, and interpretation
Choose titles that support the purpose and can be legally and technically operated at the venue. For every item, record the platform, age rating, accessibility features, controllers, display requirements, save-data handling, network needs, expected session length, and reset method.

Pair play with context
A playable station needs interpretation. Add a concise label, timeline, developer or community context, screenshots, maps, concept art, oral-history excerpts, or books from the host collection. Explain what visitors should notice: a new control method, a change in representation, a local connection, or an accessibility design decision. Use reproductions or hands-on copies when originals are fragile. Ontario standards call for accurate, relevant interpretation and safe display.
Pilot with the intended audience
Run every station from a cold start with the people who will use it. Check boot time, updates, account prompts, language, audio levels, controller pairing, save-data exposure, accessibility settings, and what happens when a player becomes stuck. Test the label and instructions without a staff explanation. Where budget allows, keep a spare controller, common cable, power supply, and adapter. Document a reset procedure that a volunteer can follow without accessing personal accounts.
5. Clear copyright, licensing, and privacy before installation
Make a rights list covering game copies, screenshots, box art, music, trailers, photographs, logos, loaned objects, and recordings of visitors. Obtain written permission or a license for each use and keep the evidence in the project file. Acceptable proof can include a loan agreement, written authorization from a rights holder, or an email confirmation, as described in Georgetown’s library-gallery guidance.
Do not equate ownership with public display rights
Owning a game copy does not automatically grant permission to reproduce artwork, show a trailer, stream game music, or publish photographs of the package. Public audiovisual content can trigger separate public-performance, premises, or television licensing requirements. UK government guidance specifically warns that public film and television showings may require additional permissions. Rules differ by country, venue, game, and use, so ask the host’s legal or risk office before advertising a screening or music component.

Protect visitor privacy
Ask whether the venue’s privacy notice covers sign-in sheets, photographs, livestreams, recordings, surveys, analytics, and game-account data. Use institution-managed or guest accounts where possible, disable unnecessary chat and cloud synchronization, and never leave a visitor’s personal profile signed in. Post a plain-language photography and recording policy and provide a way to opt out.
6. Design for access and inclusion
Treat accessibility as a project requirement rather than a last-minute accommodation. The National Endowment for the Arts describes it as an organization-wide process involving mission, staffing, budget, education, meetings, and programs. Ontario guidance likewise expects exhibits to be usable by visitors of all ages and abilities, with trained staff and safe environments.

Map the visitor route
- Provide a step-free route from the entrance to every station, with enough turning and transfer space.
- Keep labels readable, high contrast, and positioned for seated and standing visitors.
- Offer captions or transcripts for spoken content, volume choices, and headphones where appropriate.
- Provide seating, a quiet option, and a clearly marked place to wait without blocking circulation.
- Use large text, remappable controls, switch access, translated labels, tactile information, or audio description when relevant.
Include at least one activity that does not depend on fast reflexes, precise motor control, or hearing. Tell visitors before arrival which features are available, whether advance assistance can be booked, and which stations have flashing effects, loud audio, or online interaction. Invite disabled visitors or an access consultant to review the plan before opening and budget staff time for assistance.
7. Complete safety, security, and safeguarding planning
Perform a room risk assessment with the host’s facilities, fire, insurance, and safeguarding contacts. Anchor or weight displays; keep aisles, exits, and fire equipment clear; cover or tape cables; avoid overloaded outlets; control heat and glare; and separate food and drinks from equipment. Provide hand-cleaning or controller-cleaning procedures that do not damage the hardware.
Recommended Free Tools
Prepare incident responses
Write short, role-specific procedures for a lost child, bullying or harassment, a seizure or medical incident, damaged equipment, suspected theft, a power failure, and emergency evacuation. State who calls emergency services, who meets responders, who stays with a child, who records the event, and who contacts a guardian or venue manager. Train every employee and volunteer on escalation and first-aid contacts.
Supervise interactive stations
Active supervision protects visitors and equipment. The American Library Association’s Exhibition Security Guidelines say it is preferable to have someone in the room, even while performing other duties. If continuous presence is impossible, the guidance recommends checks at least every 30 minutes during peak use and hourly during quieter periods. Follow stricter local fire, safeguarding, insurance, or venue requirements where they apply.
8. Screen age, content, and conduct
Review every title for its applicable age rating, violence, sexual content, gambling-like mechanics, language, flashing effects, online interaction, and cultural sensitivity. A rating is a starting point, not a substitute for the host’s judgment or a description of the actual exhibition context.
Use stronger controls for schools and family events
Victoria’s education guidance states that public school events open to the school community, including young children in family groups, must be suitable for general exhibition. If a resource is unsuitable for some ages, restrict entry or give advance and immediate warnings. Post plain-language notices, identify intense audiovisual effects, and offer a different station or non-screen activity rather than leaving a visitor with no option.

Publish a code of conduct
Cover queueing, controller sharing, harassment, recording other visitors, food and drink, online interaction, and compliance with staff instructions. Include a private reporting route, identify who responds, and explain that a station may be paused or removed if safety or conduct requires it.
9. Plan equipment, room layout, and daily operations
Use a station record
For each station, keep a one-page record containing the game and platform, display input, power location, controller assignment, accessibility settings, age notice, session length, reset steps, cleaning method, spare parts, and escalation contact. Label cables at both ends and photograph the correct arrangement for fast recovery.
Design the room for flow
- Place noisy or high-demand stations away from quiet interpretation and reading areas.
- Keep queue lines out of exits and provide a visible waiting limit.
- Position staff where they can see controllers, screens, and circulation paths.
- Leave clear access around seating and allow a visitor to approach without crossing another player’s cable.
- Keep beverages, bags, and coats in a separate area.
Use an opening and closing checklist
- Inspect exits, floor surfaces, furniture stability, cable covers, outlets, and signs.
- Power on each station, verify the correct game and accessibility settings, and record status.
- Check controllers, headphones, adapters, cleaning supplies, and spare parts.
- Confirm that age notices, conduct rules, photography information, and staff contacts are visible.
- At closing, sign out of accounts, save or delete permitted data, power down safely, count loaned equipment, clean controllers, and record failures or incidents.
10. Build a realistic budget and logistics plan
Make each cost visible before accepting a loan or announcing dates. Prices vary by venue and country, so treat this as a checklist rather than a universal estimate.
| Budget line | Questions to answer |
|---|---|
| Permissions and rights | Are there fees for images, music, screenings, reproductions, or public performance? |
| Loans and transport | Who pays packing, delivery, insurance, storage, and return shipping? |
| Displays and hardware | How many monitors, consoles or computers, controllers, adapters, stands, and spares are required? |
| Power and cabling | Are extra outlets, cable covers, surge protection, or an electrician needed? |
| Interpretation | What will labels, translations, captions, transcripts, large print, and signage cost? |
| Accessibility | Is there funding for assistive controls, seating, interpreters, audio description, or access consulting? |
| Staffing and security | Who covers setup, supervision, cleaning, technical support, and event security? |
| Insurance and contingency | Are loaned objects, public liability, repairs, and replacement parts covered? |
| Installation and takedown | Who has load-in access, tools, storage, cleanup responsibility, and authority to sign off? |
Confirm network restrictions, electrical capacity, opening hours, locking arrangements, and repair responsibility in writing. Georgetown’s guidance notes that exhibitors may be responsible for reception costs, graphics, setup, and cleanup; assign each duty to a named party rather than assuming the host will provide it.

11. Promote and open the exhibition
Use specific audience language such as “hands-on stations,” “family-friendly,” “local game history,” or “drop-in play.” Publish dates, opening hours, age guidance, access features, booking requirements, photography policy, and whether visitors need to bring anything. Offer a preview for teachers, librarians, youth workers, or community partners who can identify unclear instructions and access barriers.
On opening day, run the technical and safety checklist before visitors enter. Record station status and use a headcount or sign-in method that respects privacy. Give staff a short briefing on the purpose, content notices, conduct rules, assistance options, reset steps, and incident escalation.

12. Evaluate against the objectives
Collect only information the host needs and can lawfully retain. Useful measures include attendance, dwell time, station use, queue length, learning or satisfaction feedback, access requests met, equipment failures, incidents, and observations from partners and staff. Compare the findings with the objectives written at the start: did visitors identify the intended design changes, complete the cooperative activity, or understand the local connection?
Record what changed during operation, which stations were inaccessible or unreliable, which warnings were unclear, and what should be redesigned. Keep permission records, incident reports, maintenance notes, and evaluation findings with the project file according to the host’s retention policy.
Venue-specific final checks
Library
- Apply the library’s exhibit, viewpoint, room-use, privacy, and security policies equally.
- State whether the display reflects the library’s viewpoint.
- Plan for mixed ages, unaccompanied visitors, and open hours when staffing may be limited.
School
- Obtain approval under safeguarding, curriculum, communications, and public-event rules.
- Screen every title for general exhibition and provide advance warnings and alternatives.
- Control photography, online interaction, student accounts, and visitor access to equipment.
Community center
- Confirm room capacity, fire routes, insurance, supervision ratios, and after-hours locking.
- Coordinate with neighborhood groups and provide language and access information before arrival.
- Specify who pays for staff, repairs, cleaning, transport, and takedown.
Common failure points and fixes
A station will not start
Use the documented cold-start sequence, check power and input selection, verify that an update or account prompt has not appeared, and swap in the spare controller or cable. If the fault persists, close the station with a clear sign rather than improvising with a visitor’s account.
Visitors cannot hear or read the instructions
Offer headphones or captions, adjust volume without disturbing adjacent stations, increase contrast and text size, and have staff explain the objective verbally. Record the problem so the label or layout can be corrected, not merely explained repeatedly.
Queues become unsafe
Pause admissions to the station, move the queue away from exits and cables, announce a session limit, and offer another activity. Use booked time blocks at the next opening if demand remains high.
A visitor objects to a title
Listen privately, explain the published content and conduct policy, and escalate through the host’s defined process. Do not make an ad hoc exception for one visitor while applying a different standard to others; document any decision to restrict or remove the station.
