There is no nationwide resident opt-out form for automatic license plate reader (ALPR) programs. Whether you can stop sharing, obtain a copy of records, correct an error, or have scans deleted depends on the state statute, the agency operating the cameras, its written policy and retention schedule, and any vendor contract.
The practical path is to identify the agency that controls the camera, read its ALPR policy and retention rules, then send a targeted written request to its records or privacy officer. You can also use public-records and public-comment channels to challenge broad sharing even when individual deletion is not available.
What an ALPR opt-out can—and cannot—mean
An automatic license plate reader photographs passing vehicles and converts the plate image into searchable data. A record may include the plate characters, the date and time, the camera location, a vehicle image and technical information about the capture. The system may be operated by a police department, sheriff, transportation authority, toll agency, parking authority or another public body, while a private technology provider hosts or processes the data.
“Opt out” can describe several different requests, and they have different legal answers:

- Prevent capture: stop a camera from recording your vehicle. The authorities reviewed for this guide identify no consumer product or general legal procedure that lets a vehicle owner opt out of optical ALPR capture.
- Stop sharing: keep an agency from disclosing scans to another agency, a vendor, a federal entity or an out-of-state agency. Sharing rules are set by state law, agency policy, contracts and memoranda of understanding (MOUs).
- Delete records: remove scans already stored. Some states impose automatic deletion deadlines, but investigation, prosecution and civil-action exceptions can preserve a record.
- Access or correct data: learn what an agency holds or challenge a mistaken plate match. The reviewed authorities do not establish a general individual access or correction right.
- Object to the program: use public meetings, policy comments and records requests to influence how the system operates. This is often available even where an individual deletion request is not.
Do not assume that a general consumer-privacy request automatically forces a public agency to erase every scan associated with your plate. Ask the agency which statute, policy or contract controls your request and what procedure it actually offers.
Step 1: Identify who operates the camera
Start with the place where the scan occurred and work outward. A camera mounted on a police vehicle may be controlled by the police department; a fixed unit near a highway may belong to a state transportation or toll authority; a camera in a municipal garage may be part of a parking program. A private property owner can host equipment while a public agency controls the data, or a vendor can provide the hardware and cloud service without owning the records.
Where to look
- Search the police, sheriff, transportation, toll, parking and municipal websites for “ALPR,” “automated license plate reader,” “license plate recognition,” “camera program” or “vehicle-location data.”
- Check city-council, county-board and public-safety meeting agendas for procurement approvals, policy adoption, renewals and reports.
- Look for a posted usage or privacy policy, a retention schedule, a contract, an MOU or a vendor name. California, for example, requires conspicuously posted ALPR usage and privacy policies for public agencies.
- If several agencies operate in the area, ask each one which entity owns the data from the specific camera or patrol operation. A regional sharing network may involve more than one data custodian.
Record the agency’s legal name, public-records portal, records officer or privacy officer, and the date and location of the suspected capture. Those details let you make a request that can be routed and answered instead of a broad complaint that is treated as a general inquiry.

Before requesting deletion, identify the rules that govern the record. A useful policy should answer at least six questions.
Collection and permitted use
Find the stated purpose for collecting plate scans and the people allowed to query them. Some policies limit searches to specific investigations; others describe broader public-safety or administrative uses. Note whether the policy distinguishes a plate hit from a verified match and whether it requires an officer to confirm the result before taking action.
Retention and deletion
Look for the ordinary retention period, the event that starts the clock, and the method of deletion. A schedule may cover image files and associated metadata separately. It may also allow a user to copy a record into an investigative case, which can extend retention beyond the ordinary period.
Sharing and recipients
Identify every category of recipient: other local agencies, state agencies, federal entities, out-of-state agencies, prosecutors, private investigators and service providers. Check whether an MOU is required for each partner, whether the recipient must follow the originating agency’s policy and whether the agency can disclose data outside a live investigation.

Vendor access and ownership
A contract can determine who hosts the database, who may query it, whether the vendor can use data for its own purposes and what happens when the contract ends. Look for clauses on sale, transfer, subcontractors, security, breach notice, audit rights and destruction of copies. The agency may own the data even when the vendor operates the system.
Audits, complaints and corrections
Policies may require user authentication, query justification, audit logs and periodic reviews. Find the complaint channel and any process for correcting a misread plate or an improper query. An audit trail can be retained longer than ordinary scan data, as Virginia’s law demonstrates.
Step 3: Send a targeted written request
Address the request to the agency’s records officer, privacy officer or ALPR program manager. Send it through the channel the agency identifies for records or privacy requests and keep a copy, the submission date and any tracking number. Ask factual, answerable questions rather than demanding that the agency “stop spying.”
- Ask whether the agency stores scans or other ALPR data associated with your vehicle’s plate, and identify the date range, camera or program involved.
- Ask for the legal authority, policy section or contract clause that permits collection and the ordinary retention period.
- Ask whether the data was copied into an investigative, prosecution or civil-action file, and what exception would allow continued retention.
- Ask for every category of recipient that has received the data, including other agencies, federal or out-of-state entities and vendors.
- Ask which vendor processes or hosts the data, whether the vendor can access it, and whether the agency owns the records.
- Ask whether the agency provides an access, correction, deletion or objection procedure for an individual, and request the exact form, deadline and appeal route if one exists.
- Ask for the relevant policy, retention schedule, contract, MOU, audit-log rule and complaint procedure if those documents are not already posted.
Be precise about what you want deleted. A request to delete “all information about me” may be impossible to process in a system that indexes vehicles by plate and may also be subject to a legal hold. Ask instead whether particular scans can be deleted under the agency’s schedule and whether any exception applies. If the agency cannot honor deletion, request a written explanation citing the controlling authority.

Please confirm whether your agency stores scans associated with plate [plate number] and identify the applicable retention period and legal authority.Please answer these questions:1. Was this data copied into an investigative, prosecution or civil-action file?2. Which agencies, vendors or other recipients have received it?3. What policy, statute, contract or MOU governs collection, use, sharing and deletion?4. Is an access, correction, deletion or objection process available to an individual? If you are requesting records about another person, explain your legal authority; agencies may restrict disclosure even when they can confirm that a program exists.
Step 4: Use public-records and public-participation channels
Individual privacy requests and public-records requests serve different purposes. A public-records request seeks agency documents such as policies, contracts, retention schedules, sharing agreements, training materials, reports and audit procedures. It does not necessarily give you a right to a database search about your own vehicle, and exemptions may protect investigative records or personal information.
Ask for existing records, not a new report that would require staff to analyze the database. Useful categories include:

- the current ALPR usage and privacy policy;
- retention and destruction schedules for images, metadata and audit trails;
- contracts, amendments, purchase orders and statements of work with the technology provider;
- MOUs or other data-sharing agreements;
- lists of agencies or entities authorized to query the system;
- training, access-control and audit-log policies; and
- meeting agendas, staff reports and public comments concerning the program.
California provides a clear example of the public-participation model. California Department of Justice guidance says a public agency “shall not sell, share, or transfer ALPR information, except to another public agency, and only as otherwise permitted by law,” quoting Civil Code §1798.90.55. The guidance also requires conspicuously posted usage and privacy policies and an opportunity for public comment before a program is implemented. If you live there, check whether your agency posted the policy and held the required participation process.

Public records can reveal which agency is actually responsible when a camera appears to be operated by a private contractor.
What state examples show about deletion and sharing
State rules vary sharply. The following examples illustrate why a local policy and statute review is essential; they are not a nationwide standard.

These examples also show why a short retention period does not necessarily eliminate risk. A scan can be copied into a case file before the deadline, and an audit trail can remain after the original image is purged.

Six questions for comparing your local program
When reading your jurisdiction’s law and policy, compare programs on the same points. Write the answer and the source document for each one.
- Who may operate or query the system? Identify the owning agency, authorized users and any outside provider.
- How long is ordinary data retained? Separate images, plate text, location metadata and audit logs.
- What investigation exceptions apply? Check whether a case, prosecution, civil action or legal hold extends retention.
- Who can receive the data? Look for local, state, federal, out-of-state and private recipients, and whether an MOU or approval is required.
- What transparency controls exist? Check policy-posting, public-meeting, reporting, training and audit requirements.
- What individual process exists? Determine whether you can request access, correction, deletion or a complaint review, and whether an appeal is available.
A program with a short ordinary retention period but unrestricted copying may pose a different practical issue from one with longer retention but strict query and sharing controls. Evaluate both the clock and the ways a record can leave the ordinary database.
If the agency does not answer or refuses
Escalate in stages and keep the dispute factual.
Ask for the records or privacy officer
If a front desk or general inbox gives no answer, ask for the designated records officer, privacy officer or ALPR administrator. Restate the request in numbered questions and ask which part is being denied and under what authority.
Use the agency’s appeal or complaint route
Some policies identify an inspector general, internal affairs unit, records-appeal officer or governing board. Follow the stated procedure and preserve the original request, response, attachments and dates.
Contact a state regulator or attorney general
Where your state has a privacy regulator, public-records ombudsman or attorney general with oversight, ask which office handles an agency’s failure to follow its ALPR policy or records process. The available remedy depends on state law; a regulator may investigate compliance without ordering deletion of a particular scan.
Seek local legal help
A civil-liberties legal clinic or attorney familiar with public-records and surveillance law can assess exemptions, constitutional claims, contract terms and any deadline for challenging a denial. Bring the policy, retention schedule, contract and written response rather than relying on a verbal conversation.

What you can do about future scans
The authorities reviewed do not identify a lawful consumer product that prevents a vehicle from being optically captured by an ALPR camera. Do not treat a device, plate cover or deliberate obstruction as an established opt-out method; the legality and safety of any physical alteration depend on local law and circumstances, and no cited authority approves one.

The durable ways to reduce future sharing are administrative and political: ask the agency to shorten retention, prohibit secondary use, require deletion verification, limit external queries, publish audit statistics and bar transfers that state law does not permit. Submit those requests during policy adoption, contract renewal and budget hearings, when the agency is required to explain its program publicly.
Choose the right response for your situation
You only want to know whether your plate was captured
Ask the likely operator whether it stores scans for the relevant date and location and whether an individual access procedure exists. If it does not, request the policy, retention schedule and list of authorized recipients so you can understand what the system could have retained.
You are concerned about sharing with another agency
Request the sharing agreement, recipient list and legal authority. Ask whether the recipient can retain a copy after the originating agency deletes its record. In California, specifically ask how the agency complies with the state’s limits on transfers to federal and out-of-state law enforcement.

You want a deletion decision
Identify the exact scans or date range, ask whether they were copied into a case, and request the scheduled destruction date. Cite the local retention rule you found, but recognize that an ongoing investigation, prosecution or civil action may be an exception.
You believe a plate match is wrong
Ask for the agency’s correction or complaint procedure and provide evidence that distinguishes your vehicle from the one involved. Do not assume that correcting an entry automatically deletes the underlying image or audit log; ask how each record type is handled.
You cannot identify the operator
Send the same concise inquiry to the police, sheriff, transportation, toll, parking and municipal offices responsible for the location. Ask each recipient to identify the agency or vendor that owns the data and forward the request if its process allows.
Keep a record of your request
Maintain a simple file containing the camera location, date, agency contacts, policy version, retention language, contracts or MOUs, your request, delivery proof and every response. Policies and vendors can change, so record the publication or revision date. If an agency later claims that a scan was deleted, you can compare that statement with the stated schedule and any case exception without demanding information the agency is legally barred from releasing.

The central question is not whether ALPR exists in the abstract; it is which entity controls a particular scan and what rules apply at that place. Once you identify the operator, separate ordinary retention from investigation copies, and request the policy, contract and sharing records in writing, you can determine whether your jurisdiction offers a real deletion or correction path—or whether public-records and policy advocacy are the available protections.
